Alterei meu endereço de ID em todos os caminhos , inclusive nos ajustes quando olho no iTunes e App Store esta correto com novo ID , mas quando preciso atualizar algum aplicativo aparece com o ID anterior algum pode me ajudar?

Are you confusing Kindle for Mac with Kindle for iOS. The iOS version won't run on your Mac.

When I go into apps it is there but it doesn't have an "Open" choice. There is only a cloud with an arrow pointing down. When I click on the app it pops up but there is no open button. How can I remove it? Tapping it won't work as it isn't on my home screen.

Not other than parental oversight. On the computer you can implement Parental Controls on a separate user account that they would use. You can then block certain websites. But you cannot do that on the iPad.
You could change your iTunes account such that they cannot access it in order to buy or download apps.

I know my icloud has record of my installing this app before, but that was the first install that was failed during that time some other apps also keeps loading without respond whey they updated itself, and this app didn't install before I restart the device. But I don't see this app on my device after I restarted the device so it should have been installed on my device. It seems icloud has created some kind of dead loop that makes it not able to get the correct status about this app on my device.

Change your Date & Time settings to reflect automatic. It will fix the problem.

Try signing out of your account and then sign back in and see if that helps.
Settings>Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Go back to Settings>Store>Sign in and then try again.
