First off, do not switch it on. You may have damaged it irreparably, but it's possible that you may be able to dry it out and use it.
Place it in a box surrounded by (uncooked) rice (seriously) and leave it for a couple of weeks or so (again, seriously - a couple of days won't do it: the longer the better). Then see whether you can switch it on - you may need to charge it first.

Yes, contact the carrier the iPhone is locked to.
Only they can officially unlock the iPhone and if you qualify. No one else.

Hi all I recently rang my service provider to complain about my
iPhone 4. Iv done this several times but they always fob me off. This time I kicked off and they told me I would have to speak to apple. I did and they told me there was nothing they could do as my phone was out of warranty.
Its really frustrated me cause it's a widely publicised issue that apple dropped a complete bollock allowing such a major flaw ever get released and then they have the cheek to use the warranty as a reason. This issue should not have anything to do with warranty as it's a fault
With every single iPhone 4 out there. There should have been a recall and the issue resolved. Im disgusted apple and I won't be buying anything from any of your products again.

I have taken it back to the Apple store genius bar, but they say they don't see anything wrong. Well unless you use it all day and experience the problems when they happen, you wont see anything wrong. But there are lots wrong with it. But this would be the same store as I purchased the phone. And they backed up my old Iphone 4, but were not able to get anything to load back onto my new phone. So, I lost pretty much everything. But over time, some of my contacts have started showing up, although i am still missing over 800 of them.

Hello...I've go the iPhone design drawing of the developer's site, and while it does it great job detailing most dimensions, I've failed to determine the unusual curve radii in some places. For example, the radius of the corners from a top (sleep wake button), bottom (dock connector), or side view (ring/silent). I've determined that all those corner radii are the same from all 3 dimensions, however, they appear to be spline, or not a perfect curve....
Any help would be great, as I'm designing an awesome vehicle accessory for the iPhone...

If I understand correctly it sounds like your phone hasnt been recognized in iTunes on your PC since the last couple of updates. I would use the troubleshooting in the following article which will walk you through the steps one by one.

Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
Or this - Delete the account in Mail and then set it up again. Settings->Mail, Contacts, Calendars -> Accounts Tap on the Account, then on the red button that says Remove Account.

If your battery doesn't charge, or if your device shows a low-battery image, black screen, or "accessory not supported" alert, follow these steps.
Inspect the connector at the bottom of the phone:
Make sure that there are no bent pins in the connector.
Make sure that the connector is free from debris.
If there are bent pins or debris, please contact Apple Support.
Otherwise, continue troubleshooting.
Make sure that the outlet you're using works.
Make sure that the Apple USB cable and Apple USB power adapter work.
Plug the device in to power and let it charge for up to 30 minutes. If you don't have an Apple USB power adapter, try connecting to a computer's high-power USB 2.0 port (not a keyboard). The computer must be on.
If the device still exhibits an issue, try turning your device off and then on again while connected to power.
