App Store has a problem downloading apps

When I attempt to download an app from the App Store on my iPad 3 while on wifi, it asks me for my password and then states "Unable to Purchase", try again later.  If I try again later I get the same response.
If I kill the App Store process then try again I'm able to download the app.  App Store states I've now already purchased this app and can merely download it and it installs with no further issues.  This procedure happens every time. 
I didn't have this issue prior to upgrading to iOS 7.  I had hoped the new update of 7.03 would address the issue but it had no effect.
I've tried this on my home and work wifi connections.  I have no issues with connectivity.
I've tried hard restarting.  No change.
I've tried "Reset All Settings".  No change.
I tried logging out of my Apple ID, restarting then trying to download an app.  No change.
I've tried backing up and restoring which solved other issues of poor performance and automatic updates causing tablet freezing I was having but no effect on the App Store issue.
I appreciate any help you can provide, thank you.

I'd like to add that this problem does not occur on my wife's iPad that we purchased at the same time.  She also never had performance problems nor issues with automatic updates of apps.

    Reset  ( No Data will be Lost )
    Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.

    What does "new actualization" mean?
    Do you have Restrictions set that world prevent installing those apps? Settings>General>Restrictions

  • TS3274 app icon for App Store has 6 awaiting downloads, but will not show up when selected.

    Ap store icon shows 6 updates waiting to down load but when selected does not download page stays blank.

    App Store>Purchased>Select "All"
    Note: Look out for apps that have the word "Update"

  • App Store is giving problems updating apps

    When trying to update apps including Facebook and bit strips I get this unable to update or download app so can't get the 1 or 2 in App Store to update apps needs fixed ASAP

    Try a reset all settings, you won't lose any data but all your settings will be erased
    Settings > General > Reset > Reset ALL settings.
    Other steps you can try
    A basic restart if you are not comfortable with losing your settings; turn off your device and back on
    Resetting network settings; great for issues related to wifi or connectivity to online services.

    something is probably wrong with your billing method... as in, your financial institution is not accepting the charges or maybe even there is a balance unpaid by that card
    without testing a different card the only thing you can do is contact your bank and ask them why itunes charges are not going through

    It started when tryung to update Twitter. Now the problem is with every app I try to update or download.

    I have this issue as well. The App Store icon indicates there are updates available but when I open the app a popup says it can't connect to the store and the screen remains white.     I am having problems downloading apps while using wifi in a public setting.  The apps will show up on my screen and say "waiting".  They will not install.  I can't even delete them from my screen.  This has happened before and I had to reset my iPad to factory settings.  I hope I don't have to do this again.  Any advice?

    Well, typically one of the fixes that I would suggest is to try to delete the waiting icons. WIFi in a public places like McDonalds, Starbucks, B&N, etc. is not the greatest and I would avoid those places for downloading and updating apps. But I do realize that not everybody has access to Wifi in their homes.
    These are all things that have worked at one time or another for other users. Hopefull one of them will work for you. Just ignore whatever does not apply or anything that you have already tried.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
    Make sure that you do not have a stalled download in iTunes - a song or podcast .... if you have a download in there that did not finish, complete that one first. Only one thing can download at a time on the iPad so that could be what is causing the problem.
    If that doesn't work - sign out of your account, restart the iPad and then sign in again.
    Settings>iTunes & App Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
    Go back to Settings>iTunes & App Store>Sign in and then try to update again. Tap one waiting icon only if necessary to start the download stream.
    You can also try deleting the waiting icons - tap and hold down on an icon until it wiggles - the tap the X on the icon to delete it. Then try to download again.
    You can try resetting all settings. Settings>General>Reset>Reset All Settings. You will have to enter all of your app preferences and device settings again.
    If all else fails, download the updates or the apps in iTunes on your computer and then sync the content to your iPad.

    Is the address on your iTunes account exactly the same (format and spacing etc) as on your credit card bill ? If it's not then that might be the reason that you are getting the security code error : http://support.apple.com/kb/TS1646 ? If it is then you could try what it says at the bottom of that page :
    If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorizations have the correct information on file.
    And/or try contacting iTunes support : http://www.apple.com/support/itunes/contact/ - click on Express Lane, then iTunes > iTunes Store
