Appending the ' Character to the input.Please GUIDE

Hi,
I'd like to append the ' character to the
argument passed in my function,so that it
now looks like:
'EURO'.
I am using the flwg,but it is being displayed as EURO a
and not 'EURO'
Create or Replace Function Append(currency VARCHAR2)
AS
v_currency  VARCHAR2
v_currency := ''|| currency ||'';
DBMS_OUTPUT.PUT_LINE(v_currency)
Emd;Am I missing out some quote or something?
