Archive log error while trying to fetch :f_scn: number

Question

we are trying to use the Change Data Capture feature of Oracle. When we tried to run the PLSQL block for displaying the :f_scn: number, we are constantly getting the error.
SQL> SET SERVEROUTPUT ON
SQL> VARIABLE f_scn NUMBER;
SQL> BEGIN

we tried deleting the log files and re-ran the block, still it gives the same error. Do we need to set any parameters for this?
