Barchart limited to 10 bars. Why?

I have a bar chart in ssrs (2008 and 2012)  which represents up to 15 categories.  each category has 2 bars (markets for example) which could represent 2 different prices.  When I run the chart with 10 or fewer categories, all looks as expected. 
however, when the number of categories is greater than 10, then approximately half of the categories show (showing every other one).  The width of the chart has no effect on this outcome.
Is this a limitation of the (series) bar chart where it will not show more than 10 categories?  Is there a setting I can use to fix this?

I checked all possible filters and none are set.
Below is a stored procedure which generates sample data to bind the chart to.  Please create a test report using this stored procedure and then create a bar chart for it.  You will see that it skips every other category.
