Better "from" with emails

Question

I am familiar with the APEX_MAIL package.

I am hoping to find a way to send emails with a more "complete" from. For example, when an email arrives I would like it to say something like:
From: The User <[email protected]>
I have not had any luck entering anything except for a valid email address in the from variable of the send procedure.
Any one been able to do anything like this with the Apex Package?

Try something like this:
begin
apex_mail.send( p_to   => '[email protected]',
                p_from => '"Fred Flintstone"<[email protected]>',
                p_subj => 'Lunch',
                p_body => 'Time for a Brontosaurus Burger' );
end;The double-quotes, lack of extraneous spaces, and the < and > characters are all relevant.
