Cache doesn´t HIT when it should!! (neither in the most simple cases!)

Question

Hi,
We have a simple report with three columns and none WHERE clause. We launch the report and a record is generated in the cache.
Then we modify this report and put a filter, the query is the same but with the WHERE clause filled. The query doesn´t use the Cache as it is suposed to do and generates another line in the Cache... Why???
This is what we have in the file NQSConfig.INI:

We have tried changing these parameters and nothing. We have already checked that the db tables are "cacheables".
I guess this is a very simple error as the cache is never being used (unless the query is exactly the same!!!)

Nop, they are really simple queries. First one is the initial Report (without where) and the second one is the one suposed to hit the cache but it doesn´t:
