Can I provide a local jre download link?

Legally, can I provide a local jre download link for our customers?
I have a product that requires a specific JRE family (1.5) and I'd really like to provide a link during our web client discovery to a local copy (on tomcat) of the jre.
I know that netbeans and eclipse etc, bundle the jre without any legal issues, but I'm worried that providing a link for web clients (even if they are on a local intranet) may not be legal.
I'm hoping someone can point me in the right direction.

The section of the license agreement of interest is:
B. License to Distribute Software. Subject to the
terms and conditions of this Agreement and
restrictions and exceptions set forth in the Software

In my case, the client is using a browser, and would be logged in and then provided a link to our local download. All for the purpose of running our applets. However, there is nothing keeping the client from then moving on and using the JRE for something else.
Therefore, I'm thinking that breaks the license.
I think I am forced to provide a download link to Sun....

We are trying to download KODO 3.4 but we cannot find the download link anywhere. We know that KODO is going to be replaced by Toplink soon, but this is a temporary solution because as per Oracle official support list,KODO 3.4 is still supported. we checked the otn and edeliviery site which has download of KODO 4.1.

If you have not already, you may need to restart Chrome. The "aam://" protocol links use a browser extension to open the Adobe Application Manager (AAM) on your computer, which will download and install Edge Animate for you.
The fact that this link shows up indicates that you have the browser extension installed, but either the extension is not yet registered (which means you have not restarted Chrome), or AAM is not properly installed.
If restarting the browser does not help, try installing the latest version of AAM and then restart Chrome.

downloading a file involves writing a stored procedure and invoking it directly using the DAD and mod_plsql. For example, /pls/htmldb/owner.procedure?p_file_id=1234
This link bypasses the Apex show engine so even if I have all the security in the world in Apex using authentication schemes, authorization schemes, etc, a authenticated user in Apex can just right click on the Download link, shoot it off to someone else who can download the file without even logging in to my application!
How can these "download links" be secured so that only authenticated users can access them only from an Apex session?
