Can I use Ipad in other mobile phone operator's network in the world

I am living in bangladesh and would like use a iPAD 2, i would like to use the iPAD in mobile opeator's network, which is a CDMA EVDO network. It would be very helpful for me if anyone can tell, is it possible to use iPAD 2 in any other CDMA network other than Verizon

    You can get phones though that support J2ME, these can the communicate with a server running J2EE technologies.
    I'm not sure however if any gprs phones yet support J2ME, and it also depends on where you live.

    There are VOIP (Voice Over Internet Protocol) apps on the app store that will let you make voice calls on any internet connection.  Some are free, some have fee's associated with them.  There are also apps that allow you to send SMS/MMS messages, most are free, some have fees.  There are also apps that have VOIP and messaging capabilities in one app.  Search around and find what suits your needs.

    Yes, another good VOIP resource.
    Though it's important to understand that this is NOT cellular calling. The SIM in the iPad remains usable ONLY for data connectivity. There is still no voice or text capability through the operator network.

    You need to clarify where you are as Virgin Mobile are a Global Mobile Virtual Network Operator (MVNO) brand however the terms and offers differ in each country.
    If you are in the USA the brand is actually franchised and operated by Sprint .
    Operating on Sprint CDMA and LTE frequency bands.
    The CDMA radio will be provioned to work off of the Sprint towers - This IS locked down and can't be used on any other network -for instance Verizon.
    The phones GSM Sim card holder and radios should be unlocked but we won't know for sure until the handsets are available to test.
    The models in question are the A1453 - 5S ad A1456- 5C- these support the most channel frequencies of any iPhone , however NOT the all important European LTE band 7 (2600mhz)
    So it is highly likely that the Virgin USA model will have unlocked SIM and GSM support will work on all European 3G and most earlier 2 and 2.5G networks however may have patchy to no European LTE support.
    Note that comment reqarding 2G (GPRS) and 2.5 G (Often called Edge) - A number of European countries and mobile operators are re-provisionng (reusing) frequencies in the 800mhz spectrum to 800DD (digital) for future LTE and where this takes place normal subscibers without LTE contracts will loose service in some areas.
    This is already taking place in the UK - Beware.
    Virgin Mobile UK are not currently an Apple iPhone dealership.
    And other countries with the band including Canada, France and India I have information about.

    Either will work. 4G only works in Canada and the USofA. In foreigh countries the New iPad will fall back to 3G if you have a local sim and iPad data plan from a local provider.

    Hmmm, I just called Apple, and they claim that the phones are proprietary to the carrier, and TMobile phones can only be used on TMobile (even though GSM and unlocked), and they (Apple) cannot say if they could be used on AT&T, and suspect they could not. 
    I'm not sure I believe them (as it says on the website that the TMobile phones can accept an international SIM when traveling), but don't think I can take the chance.  I wonder if I could get one, try it, and return it if it wouldn't work with AT&T? 
    It affronts me to spend full price to get a locked phone from AT&T!
    Anybody have any more ideas?

But when I am using the skype and viber to talk to other people they can hear me perfectly. and also when I record my voice it sounds good i can hear my voice.. i dont know what is wrong with my phone?

    I get trying to unlock it and it finally accepted the 4 digit PIN number on my SIM Card, which it wasnt accepting before (there is also a super PIN number, which i dont know whats for). And now it says "no service". I am reseting the phone and sometimes it just says "no service" and other times the SIM Card is locked again and it doesn't accept the PIN number anymore...

    It depends on how you are planning to use this feature.
    You can set up a mobile using special software in order to interface to it programatically - you can then, via this software interface, use this mobile to send SMS's.
    Some service providers support an e-mail interface. Where you send the SMS as a the e-mail content and the mobile number as the recipient's address, or as the subject of the e-mail. However, many service providers have long since stopped providing this type of mail interface due to abuse.     Some service providers have dial-up servers that works like the old style bulletin board systems (BBS's) of the 90's. You use a telnet like interface, dial into this BBS, and is prompted for mobile number, message to deliver, and even delivery confirmation.     Some companies provide a software server to interface with one or more service providers - this allows you to fairly easily use this server gateway to send SMS's for you. Such a gateway server will typically support a telnet interface - allowing you to send SMS's via it from inside PL/SQL.
    I've used all these options, and I've found the best one to be the last option. It is the easiest to use from a programming perspective. It comes with various management and reporting tools. So you need to do the very minimal in managing this whole SMS interface.

    those versions are more expensive and support both wifi when aviable and 3g when it's not
