Can't connect to RMAN

Hello,
I am having a difficult time to figure out how to do a simple backup of an Oracle 9i database in noarchivelog mode. I am not interested in Export/Import. It appears there are100 different ways to backup a database using so many different utilities. Why Oracle had to make it so difficult? It's a no brainer job in SQL Server 2000.
I need to learn the simplest way to backup and restore a database. In Oracle 9i Enterprise Manager there is a Backup menu option but I get prompted with this message that I can't use the wizard unless I have OEM Repository Server.
I tried to figure out how to use RMAN since it seemed to be easy appraoch. Unfortunately, when I try to connect to the target the database, I get a TNS error message shown below. I have no trouble connecting to the same database using the Enterprise Manager. Both the TNS and the database service are running. Any ideas why? And any suggestions as to how I could do a simple backup and restore of a database would be appreciated.

Your listener.ora does not contain a static entry for the instance, so dynamic registration is used. For a non-default port this works only, if init.ora parameter LOCAL_LISTENER is defined.
Command 'lsnrctl status' will show, there are no registered services in your configuration.

If you want PMON to register with a local listener that does not use TCP/IP
port 1521, configure the LOCAL_LISTENER parameter in the initialization
parameter file to locate the local listener.
Set the LOCAL_LISTENER parameter as follows:
LOCAL_LISTENER=<listener_alias>
The <listener_alias> is resolved to the listening end-point through a naming
method, such as a TNSNAMES.ORA file on the database server.
For example, if the Listener is configured to listen on port 1421 rather than
1521, define the LOCAL_LISTENER parameter in the initialization parameter file
as follows:
LOCAL_LISTENER=listener1
Listener1 must be resolvable on the server so it would need to be defined in
the TNSNAMES.ORA file as follows:
