Can't reset my password of apple id to open my i phone after format ???

i did erase to my i phone 4s and after erase the i phone need the apple id and passowrd to open the activation , when i've written the apple id it's said to my is disabled ... when apple send to me the link to reset my password , the link of reset it's not work and my i phone not open plzz help me to reset

I helped him create a new email address and new iCloud account on my Mac but when we try to register the phone with Apple it says: Maximim accounts limit reached for this device. When I checked the support site for Romania, you apparently don't have an Apple Care contact center. You "may" try calling the US Apple care number to verify the account and have the password reset sent to a different email address. 800-694-7466

Which password isn't working? The one to access the iPad or the one to get your hotmail?
If hot mail, you go into the settings, mail, contacts and calendars and edit your hot mail account. Of if it won't edit, delete it off the iPad, then re-add it with the new password.

Thanks for your response. I'm a 100% sure that I have not bought stuff in the store with multiple IDs. At most I have switched the country stores as I have two credit cards from two different countries. The number of IDs showing up when I click skip are no less than 20-30 and counting. Not a single ID do I recognize in them except mine which shows up in between somewhere. Putting my password leads me to another enter your password screen for an unknown ID.
Is there anything that can be done?

Facetime - how can i reset my password?

i recently had to replace my ipod touch 4. i had registered my email address and facetime account on my previous ipod. however, when i try and log in to my facetime account on my new device, i am told my password is incorrect (though i know for sure i am typing in the correct password). how can i reset my password? or delete my account and set up a new account with my same email address? thanks for any help anyone can offer.
