Cannot find a way to access facesContext during web app initialization

Question

I need to access a bizConfig managed bean and insert it into the db during initialization.
facesContext is an object of request scope and is not available in
1) filter's init() method
2) ServletContextListener.contextInitialized()
Ideally I would do it in ServletContextAttributeListener.attributeAdded(), but managed beans are instantiated lazily and this method won't be invoked.
Any thoughts how it can be done properly?

The only way I can obtain BizConfig is through the Managed Bean Facility. The categories are configured in the faces config file:
