Correct. You cannot Restore to a lesser version ( iOS 6.1.3 to iOS 6 )

No, it's not true. If someone were to buy it from you then it would have to be completely restored as new at which time only the then current version of iOS can be installed. Having an older version on it now makes it worth no more than if it had 7.1.1 installed.
When you sell or give it away the new user cannot use anything on the device that is registered to your Apple ID. That's everything. You will need to turn off Find My Phone, remove the phone from your @icloud.com Find My Phone, then erase it completely. Unless you do that the device is useless to another owner. Erasing it will result in having the new iOS version installed.

  • How do i downgrade my ipad mini from ios 8.1.3 to ios 7.1.2

how do i downgrade my ipad mini from ios 8.1.3 to ios 7.1.2 , i upgraded my ipad to ios 8.1.3 today but i find its performance is low

What specifically is your performance issue? I haven't really seen any difference between iOS 7 and iOS 8.
Here are some general performance suggestions from the Internet:

  • Cannot restore ipad mini.  Not enough room

I had an ipad mini model A1432 (16gb) that had a cracked screen.  I bought a second ipad mini (open box but seemed unused), same A1432 model and tried to do a restore so that it could be used while I fixed the first unit.  Both have OS 7.04.  Itunes is telling me it cannot do the restore becuase there is not enough memory on the new ipad.  The old ipad backup was under 14.5GB so what gives?  It does not tell me there is a problem with the new ipad and I have confirmed the models on the back of the ipads.
I tried doing a fresh install of the OS (restore iPad) in the hopes that if there was any legacy files from the previous owner who must have gotten it for christmas, would be wiped out.

    Further to my question.
I am able to do a restore.  Takes 15 or more minutes and reboots but then I get the same response when I try to restore what should be a 14.5GB backup.  Everything appears to restore properly so I should expect that I would easily have enough room to do the "Restore from this backup:"
Do I have to initialise something or do some steps first?  it seems to want me to setup my wifi and other details but I should be able to do the backup as that is what it is for.
The exact wording of the error:
"iTunes could not restore the ipad "Nichole's iPad" becasue not enough free space is available on the iPad."
I only have the option of saying "OK"

  • I cannot restore iPad 3 from a copy on iTunes

I have iPad 2 and iPad 3. I needed to copy everything from iPad 2 onto iPad 3, including folder organization.
So, I made a copy of iPad 2 on my PC using iTunes.
Tried to restore iPad 3 (it has the same Apple ID) from the iPad 2 copy.
iTunes starts the recovery procedure and says "30 sec left", "1 min left"..."30 min left". Then it fails and says smth like "iTunes cannot recognize the iPad". Connection is lost.
I did it many times with the same result.
    Reinstalled iTunes.
Stopped and restarted Apple Mobile Devices service in Windows services.
Tried to restore the iPad from iTunes again and again.
It's always the same "30 sec left", "1 min left"..."30 min left", failure. Connection is lost.
I recovered initial iPad 3 manufacture settings. Successfully.
Tried to restore the iPad from iTunes again and again.
It's always the same "30 sec left", "1 min left"..."30 min left", failure.
I finished with a try to restore from iPad 3 copy.
The same failure. Connection is lost.
Many hours are spent on this already. It doesn't look like "plug'n'play".
    What should I do next?
    How to manage the issue?
    Thank you.

Now I am consiastently getting error 11.

  • HT201269 I cannot restore my new ipad mini from itunes

When trying to set up new iPad mini from iTunes backup, it does not complete and starts back on the Set Up iPad screen.

Other than the Hotspot feautre, there is no way to connect iPad and iPhone through bluetooth, because there's nothing they can do when connected.
I am assuming what the person at the Apple Store showed you was the Hotspot feature, in which case you need to Turn on Hotspot,  and then turn on Bluetooth.

Restore new iPad Mini from iPad 1 backup. Ican update new apps from Apple store but most of my apps have been showing the Waiting status for over 12 hours. Store shows them as installed. What gives?

If the downloads are stalled or "waiting" - try these suggestions.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
Make sure that you do not have a stalled download in iTunes - a song or podcast .... if you have a download in there that did not finish, complete that one first. Only one thing can download at a time on the iPad so that could be what is causing the problem.
If that doesn't work - sign out of your account, restart the iPad and then sign in again.
Settings>iTunes & App Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Go back to Settings>iTunes & App Store>Sign in and then try to update again. Tap one waiting icon only if necessary to start the download stream.
You can also try deleting the waiting icons - tap and hold down on an icon until it wiggles - the tap the X on the icon to delete it. Then try to download again.
You can try resetting all settings. Settings>General>Reset>Reset All Settings. You will have to enter all of your app preferences and device settings again.
If all else fails, download the updates or the apps in iTunes on your computer and then sync the content to your iPad.

Thank you for the advice Randy. Very helpful of you to jump in with a post that adds so much value for the OP.
A bit of advice for you as a new user. Please refrain from making assumptions and using hyperbole. Both get in the way of providing useful support. Not "everyone" has tried the basics, let alone know what they are. That's why they're here. These first steps in troubleshooting often fix the issue being asked. If this thread doesn't answer your question, move on and find one that does. Feel free to skip the thousands that advise a reset.
