Cannot write some characters

Question

hello..
i wanted to write the characters of Shift JIS into the file but there data that cannot be correctly read
by the nodepad (i guess) or perhaps i am doing it all wrong.
I have a byte array that contains : 00 to 1F, these codes has an equivalent Shift JIS characters.
when i assign some other values say, 41, it is correctly displayed.
is this possible?
here is my code snippet.

arr[0] = 01;

Could you explain what you are trying to do? Why are you trying to write bytes when you want to write
text?Actually, i want to dump char into the file in SJIS encoding, and i just let the application (say NOTEPAD) do the reading of that char. Below is my code snippet.

Oh? How do you do that? And what makes you think any
program is going to read an "txt" file and pay
attention to it. txt is just a plain text file, it
has no header, so there's no way to specify the
encoding.
When you write a file with a specific encoding (by
telling OutputStreamWriter), you are just writing the
characters in that encoding. It doesn't write what
the encoding is into the file, and there is no 100%
sure way to tell what any file's encoding is. Guess
can be made, but that's it. What are you doing?i see.
i guess then that the specified character that i am trying to print will probably not displayable.
that is, if i am doing it right.
