Collect download statistics

Hi,
i would like to collect statistics about who has downloaded this or that file.
I've used the standard procedure on How-to:

v_file_name VARCHAR2(2000);

I have a dynamic report on which i execute the download (here is a part of it):

but of course when i try to download the file via URL i get: v('APP_ID') --> null
nvl(v('APP_USER'),USER) --> HTMLDB_PUBLIC_USER because APP_USER is null.
How can i reach my scope and trap who has downloaded my file?
