Configuring UTL_MAIL, utl_smtp in Oracle

Question

Hi,
Can anyone help me out in how to configure the UTL_MAIL, utl_smtp in my system.
what are the steps that i should fellow.
My previlages for connecting my oracle are just normal user only. So, can anyone help me out in how to do it like - step by step process.
With this configured only i can send emails from my oracle.

As said there is nothing to configure for utl_files it shows me error when i tried this piece of following code.

I get this error when i execute the procedure. Can anyone tell what should i do to avoid this error mess.
