Error using utl_mail/utl_smtp in procedure.

Question

Hi folks,
When i execute the below anonymous block, it is working fine. getting mail on my mail id.
DECLARE
BEGIN
EXECUTE IMMEDIATE 'ALTER SESSION SET smtp_out_server = ''127.0.0.1''';
UTL_MAIL.send(sender => '[email protected]',
recipients => '[email protected]',
subject => 'Test Mail',
message => 'Hello World',
mime_type => 'text; charset=us-ascii');
EXCEPTION WHEN OTHERS THEN
dbms_output.put_line('error ' || sqlerrm);
END;
but when i execute this procedure, i am getting this error ORA-24247: network access denied by access control list (ACL) on oracle 11g .
Please let me know what should be done to execute this procedure. utl_smtp also has the same issue.
