ORA-01033: ORACLE initialization or shutdown in progress
how did you restore the database? using sap tools? how did you start the database after succesful restore? is the database up? try to stop the database and restart it using sqlplus:
> sqlplus /nolog
> connect / as sysdba
> shutdown immediate
> startup
^^ only if the database was brought up using:
> startup nomount
> alter database open resetlogs
