Display ALL in the begning

Hi Guys,
I want to diaplay 'ALL in the begning. My query as follows,
SELECT phy.phynam
FROM PHY
UNION
SELECT 'ALL'
FROM PHY
order by 1
It shows out put as follows
Marshall,John
Karen,hewitt
ALL
i want to display ALL in the begning
ALL
kabir,Ch
Karen,hewitt.
Plz help
