No, you can send iMessages to *any iPhone, iPad or iPod Touch user world-wide for free.
*iPad, iPhone or iPod Touch must be using iOS 5 and above, and iOS 5 is supported on:

    it doesnt cost money to send an app from your computer to your phone. coz ur sending it via bluetooth or cable.
    if you're talking about from the internet, most websites just send a link to your phone and you then need to open the link (i.e. browse) to download the app, so that would cost money (i.e. use your internet account)

    The use of iMessage depends on both the sender and the receiver having an active data connection. If either of the two connections are interrupted, the message can fail. The sending of an iMessage differs from the sending of an SMS, and if you are having SMS failures, that would be a carrier concern.

    Yes, just beware as mentioned, iMessage ONLY works between iOS 5 devices.  Depending on your message settings, if the recipient is not using an Apple device with iOS 5, the message may be automatically sent anyway, but as a regular text message (which may cost you money or count against a message quota, if you have one).
    Also, unless you are on free wifi, it may cost you cellular data on your plan.

    Some access points do charge. Apple Stores provide free wireless internet. Some public places do as well. Some (e.g. Starbucks, many large hotel chains) charge for internet access. There is no charge to use Safari +per se+. In some cases (Starbucks is like this) you can connect to the wireless access point (i.e. your IPT or laptop will show you as connected) but you need to open a browser for a page to pop up so you can pay for access.
