Error In Giving Privileges to stream administrator

Question

We have Oracle9i Enterprise Edition Release 9.2.0.2.1
on WIN2000 workstation (We first installed 9.2.0.1 and then used the oracle patch release which was recommnded for streams to come to the above mentioned release)
We created a stream administrator user and when tried giving following privilege it gave the error as mentioned.

It seems that the call DBMS_RULE_ADM.GRANT_SYSTEM_PRIVILEGE is throwing the error. ANy Clue ????
Again just ignoring the above error we went ahead and tried to create a capture process using ....

and it gave the following error

Did you run the catpatch.sql script as part of the patch installation? If not, I recommend that you do this and then retry the operation.
