Error in request.getRequestDispatcher

HI All,
I am getting error java.lang.reflect.InvocationTargetException when i am calling a JSP page from a servlet some thing like
request.getRequestDispatcher("/ure/acc/cashentry/CashEntryView.jsp").forward(request, response);can any body help in this regard..

Temporarily I can get this working by adding isELIgnored to the page directive...
<%@page contentType="text/html" pageEncoding="UTF-8" isELIgnored="false" %>Posts online imply that the reason why isELIgnored having to be added is because the web.xml file has the wrong DTD version, however generally they just say that if you have DTD version 2.3 or below then EL is ignored by default. I have DTD 2.4, so I would not expect the EL to be ignored.
Here's the start of my web.xml file, can anyone explain why it just does not work?

<web-app version="2.5"
xmlns="http://java.sun.com/xml/ns/javaee"
xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
xsi:schemaLocation="http://java.sun.com/xml/ns/javaee http://java.sun.com/xml/ns/javaee/web-app_2_5.xsd">To re-iterate, I am using Tomcat 5.5, it implements Servlet 2.4 and JSP 2.0, I also use the corect JSTL 1.1 style taglib.
<%@taglib prefix="c" uri="http://java.sun.com/jsp/jstl/core"%>Please help me understand why it doesn't work without isELIgnored, I don't want to be forced to add that for every page that has EL included.
