EUL5_qpp_stats is not registering in Discoverer 11G

Question

We followed all the steps to change the pref.txt file to set QPPEnable = 1 and QPPCreateNewStats = 1, the public user has access to sys.v_$session, sys.v_$sesstat,sys.v_$parameter ,sys.v_$sql ,sys.v_$open_cursor views (assigned also at user level). We followed the steps specified in this link:

Everything failed. Does any one know what I am missing?

This script will tell you what privileges a user has:

You're looking to confirm that the user has privilege 2305 - Collect Query Statistics. If this is not there then no statistics will be gathered.
Within the database, among the privileges needed these are vitally important:
ANALYZE ANY
EXECUTE ANY PROCEDURE
CONNECT
RESOURCE
SELECT ON SYS.V_$PARAMETER
If your DBA has altered user privileges, perhaps by removing privileges from the PUBLIC user, then it is possible that some of these vitally important privileges may be missing. If you don't see these privileges at the use level please also check the PUBLIC user from which all other users inherit.
