Exceptions in Bex

I have a requirement :
The variance between Actuals and budget should have exceptions,such that, when actuals >budget -> Green and When Actuals < budget -> red.
there are some scenarios,
1.Actuals and buget can be both positive
2. both negative
3. Actuals or Budget can be negative.
4. for some characteristics we want the exceptions in such a way that when Acuals < budget the color should be green
All this should give correct colors on a Variance column.
is there any way this can be achieved.
Also, is there any user exit,class that can be modified to change the background color of a cell at the Web Application designer level?

Pallavi,
the first 3 scenarios should be easy. The forth one is tricky.
For some characteristic values you want the exception to be reversed? is that correct? So when actual < budget it should be green and when actual > budget, it should be red.
How many characteristc values do you have like this? just one or two or many? Also does this list change or pretty much constant?
we can change the colors of the cell in WAD, i'll send you the sample code for it, once I find it. But I guess for your scenario it might get pretty complicated.
