Facing Error (3315) in Alternate Hierarchies Build

Hello All,
I have created a parent/child rules file and data file to build alternate hierarchy on a dimension. When I updated the outline, all the members were uploaded successfully. But there are two issues.
*(1) the error file showed error messages for every record that has been uploaded successfully*
Here is the error that I see in error file. These exact same errors were present for all the records.
\\Record #667 - Property [+] changes for member [06728] not allowed (3315)
GCBW1     06728     06728 - Great Mall     +                                                            
*(2) The consolidation property was not set to "-" for the specified members. All the members got "+" as the consolidation property.*

Thanks for your response.
(1) I am loading aliases too
(2) I am not building an alias table. but trying to assign alias to each shared member i.e., same as the original member's alias. ( The alias table is Default)
(3) Here is the sample of few lines in the rules file.
Alternate Area Hierarchies     Volume Areas     Volume Areas     ~     X               
Volume Areas     TOP 30     TOP 30     +     X                                   
TOP 30     CAN30     CAN30     +     X                                        
CAN30     06726     06726 - Yorkdale S/C     +                                   
The order is: Parent, Child member name, Child member alias, property & Property
