FASB 52

Hi all,
Hoping someone has dealt with FASB 52 in Oracle projects. We are in the middle of an Oracle Projects implementation and want to see how other companies handle it.

In our opinion, translating non-monetary assets in such a manner is not in compliance with FASB 52, therefore Oracle General Ledger does not support it.

  • FASB 52 in F.05 transaction

    Hello,
    If the company works with 3 curr. types and you need to run every month the F.05 fx.val., when you need to flag the "translate valuation difference" field  in STEP 1 in the FASB 52 part. You always run the step 2 with the "translate valuation difference" field without the flag?
    How is working FASB 52 when you have 3 currencies types (transactional, local , group).?
    Why do you need 2 STEPS for valuation?

    Francisco,
    Check the documentation of F.05 txn - it has quite detailed explanation on what all this txn is supposed to do, and there's even an example at the bottom of the documentation.
    Here's an extract concerning the FASB 52 portion from the documentation.
    Valuation in local currency
    In the first step, the foreign currency items and balances are valuated and posted to P&L accounts in the local currency. In addition, the valuation difference is translated into the group currency and posted.
    The parameter "Carry out translation" is selected.
    Open items
    The local valuation difference is saved per item, and the difference translated in the group currency is stored in an additional valuation area.
    G/L account balances
    Valuate all accounts (including P&L accounts) in local currency.
    For depreciation accounts, only valuate the current period.
    Currency translation
    In the second step, the translation of the valuated local currency amount into the group currency is carried out. Define where the valuated local currency amount comes from; either from the currency type, or from a valuation area. The parameter "Translation" is selected. The translation carries out the valuation of the (valuated) local currency amount in the group currency.
    Example for open items:
    Three valuation areas are used.
    RE FC valuation - currency type 10. This is used for the foreign currency valuation account determination and storing the local difference.
    RT Difference in group currency (30). This saves the translation difference from the translation from local into group currency from the first step (foreign currency valuation).
    TR Translation - currency type 30. This is used for account determination and can - but does not have to - contain the translation differences.

  • FASB 130 reporting SAP

    Hi
    I have come across a situation where I have to include other comprehensive income ( OCI ) as per  FASB 130  in SAP. This is new implementation and I want to know some leads. What configuration I need to do ? how to deal with FASB 130 ? Is it possible to take care of FASB 130 in SAP ?
    Gurus  please give me some hints , suggestions etc.

    You can make accrual entries for unrealized gains. There is no configuration required.

  • Revaluation and translation of assets  for FASB 52

    Hi,
    We are in ECC6.0. We have companies in China, US ,EURope.
    China . Exapmle the china Co code  is having local currency  and  the group currency is USD.
    Few accounts in China is maintained in USD .
    No parallel ledger.
    FASB 52 needs translation and translation need revaluation as per SAP docs..
    The fixed assets are in local currency abd we have depreciation area for group currency. We could see the baance in local currency and group currency.
    We configured for reval.uation and translation.But  It does for all GL accounts except Fixed assets,
    We need the Fixed assets to be revalued with Historical rate and not Spot rate.,
    It s not happening. Where I am missing .
    When running the FAGL_FC_VAL selected the GL balance and provided the valuation area of Group currency where proviided the Ex rate as historical rate and given the ex rate for all the months.
    But it is not calculating as expected in FASB52
    How to revaluate and translate the fixed assets.
    Experts please give your experience.

    NORWALK, Conn. (Dow Jones)--The nation's top accounting rulemaker suggested Monday the U.S. may end up taking a tougher stance than international rulemakers on expanding the use of fair-value accounting.
    The Financial Accounting Standards Board is weighing a plan to require U.S. companies to value most financial instruments by the ups and downs of the market - notably loans, which make up much of banks' assets. That's more stringent than an International Accounting Standards Board plan to allow non-U.S. banks to value loans at adjusted historical cost - a higher number that would give banks higher shareholder equity than under FASB's plan.
    The two boards have been trying to "converge" their differing sets of accounting rules and work toward one set of rules to apply to companies worldwide. But FASB Chairman Robert Herz said that would be hard in this case, and left open the possibility that it ultimately might not happen here.
    "I hope we can come up with something that both achieves convergence and improves the current state" of accounting rules, Herz said at a roundtable discussion on the fair-value issue at FASB headquarters. "We're obviously keenly aware of the difficulties of achieving both goals together."
    Herz later said in an interview that while FASB would do its best to harmonize its approach and the IASB's, "we also want to make sure we come up with a good answer" to improve financial statements that U.S. investors look to.
    John Smith, an IASB member who also participated in the roundtable, said both boards will try to agree on a fair-value rule, but each has its own process to follow, and "at the end of the day, we won't know until we finish the process."
    While FASB's approach could give banks lower shareholder equity than the IASB approach, Herz and Smith the two boards' proposals would have similar impact on companies' net income - lowering it when fair value declines, raising it when fair value increases.
    The difficulty in harmonizing the two approaches stems from the sharp disagreements over expanding the use of fair-value accounting. Smith called it "a religious war."
    Banks oppose fair value and contend it exacerbated the financial crisis, by forcing them to take big investment write-downs when the market took a downturn that was only temporary. Advocates of fair value say it's needed to give investors accurate information and prevent banks from overvaluing their assets.
    The roundtable reflected those disagreements, as FASB and IASB members debated the issue with bankers, analysts, auditors and investors.
    "As a financial analyst and as someone who manages money, you have no choice but to focus on the fair value of everything," said Tony Sondhi of the CFA Institute, which represents analysts who work with individual investors and which supports mark-to-market accounting.
    But John Gallagher of UBS said the historical-cost approach, more favorable to banks, is "clearly the most appropriate measure" for valuing loans when a bank has a straightforward business model of loaning out money and receiving the steady, predictable payments the loans generate.
    Herz said FASB expects to issue a formal proposal on the issue early next year. The IASB issued its fair-value proposal in July, and expects to have it finalized in time for companies to use it in reporting year-end 2009 earnings, though it wouldn't be mandatory till 2012.

  • FASB 52 and MRC Comments

    Can someone comment on FASB 52 requirements and 11i with MRC installed with full translations ? Does MRC satisfy the FASB 52 rules for foreign translations ?

    SAP has changed the configuration from the GL account in OBA1 to an FS Item from the Financial Statement Version. Given that each FS Item has multiple GL accounts assigned to it, how do I setup each individual account in this configuration step?

  • IFRS / FASB 52 - VALUATION

    FAS 52 Compliance:
    1. All the monetary items needs to be valuated on the spot rate.
    This means Spot rate on the date of transaction occurrence with that of the spot rate on the month end.
    2. WIP,CTC, etc.. should be valued on the Spot rate only.
    means result analysis output should be based on the Spot rate on the date of transaction occurrence.
    Plz find the specific questions,
    Solution in case of
    1. In cases of the Projects
    2. Incase of Products (MTO and MTS scenario).
    With respect to the different RA scenarios of
    A. CCM method.
    B. Revenue based POC method.
    C. Cost based POC method.
    So, now the consultants should provide the solution in a way
    1. At what rates the Planning will happen - At hedged rates or At Average'M' rates.
    2. At what rates the Actual values are captured - At hedged rates or At Average rates
    3. How the Result analysis is being carried out whether at hedged figures or at average figures

    Dear N M,
    The solution of how FASB52 is applied to the income statement seems not to be covered neither by the literature nor the SAP world... at least this is my knowledge.
    As for the cost to cost POC method the riddle is how to solve the preferred view of a controller (having the sales order under control) and the correct accounting treatment of FASB52, i.e. post the revenue and costs at daily rates.
    I actually see two possibilities (cost side of POC orders):
    a) you post all the costs in a POC cost to cost order at daily rates and adjust the plan value accordingly to avoid any impact on the POC revenue calculated (also to avoid, that you will have more revenue than actually planned)
    b) you only post at hedged rates into the POC cost to cost order and solve the impact to the income statement with an add-on report checking for all  cost postings to the IS in fx. Subsequently you would revalue those postings at daily rates
    Unfortunately I am not aware of any SAP standard to apply FASB52 to the income statement. SAP just concentrates on the revaluation of balance sheet items, which is actually the very simple part of the challenge.
    For the revenue of POC cost to cost orders denominated in FX you have again the two options mentioned above
    a) you post the calculated revenue by using the spot rate rather than the hedge rate (problem: PS and SD are only in home currency displayed...) and tell your SAP system to automatically adjust the plan value of the revenue accordingly to avoid revenue overrun of actual versus plan. Unfortunately this has an unfavourable impact on your margin in the order...
    b) You check again the postings in the IS and calculate the corrections
    Knowing the issue for more than 10 years I am still looking for a good practical solution. Any ideas from your side?

  • Having some problems with links

    OK, I've used this way of doing this for a while, but recently I started having trouble with getting this to work.
    I have a site with a link to the organization's current newsletter.  I have a "previous page" link so that you can go back to the page you came from in the main site.  The newsletter opens up in it's own blank page.  This link no longer works and I have no idea why.

    The second part of the problem involves the left sidebar links which are named achor links for within the newsletter page.  In the newsletter there are usually Program Recap articles which usually include a link to a separate page of event photos.  The page has the same sidebar links to the named anchors.  I used to be able to have these go back to the newsletter page to that named anchor.  But now I can't seem to make them work.
    What I've done in the past is to link back to the newsletter and at the end of this link to the page add the named anchor link like this:
    1112Visions_Iss1.html/#prezmessage
    Sometimes this works and sometimes not.  The problems don't end there.  Some of these links render the newsletter page with the photos some of the links go to a page that doesn't show the links.  At this point I have re-done all of the links, I have rebooted both Dreamweaver and Firefox and it just keeps doing the same thing.  I'm just baffled by this.
    I'll post the code for both pages in the hopes that someone can tell me what is not right and how to make this work.

        <p><strong><img src="../images/Susan-Flaherty-photo.jpg" alt="Susan Flaherty" width="145" height="159" class="fltlft" />Dear Fellow HFMA Members,</strong></p>
        <p>Welcome to the 2011-2012 HFMA fiscal year. Thank you for your continued membership and support of HFMA.  I look forward to working with the members, the board of directors, and officers during the upcoming year to continue the success of the Northeast Ohio Chapter.  </p>
        <p>Speaking of success – I attended the HFMA Annual National Institute in June 2011 and was proud to be from the Northeast Ohio Chapter. Our Chapter won three awards – Gold Award for Membership Growth and Retention, Hottum Award for Education Performance Improvement, and a Yerger Special <img src="../images/Manfull_ANI_DSC_0027.jpg" width="200" height="200" align="top" class="fltrt" />Recognition Award for the February 2011 Patient Financial Services Program.  In addition, the Northeast Ohio Chapter had two of the three winners of the National HFMA Future Financial Leaders Award. The award recognizes those future leaders who provide innovative and exemplary performance resulting in organizational performance improvement. Congratulations to Jill Barber and Kelly Linson from Southwest Community Health System for receiving this award. Finally, as many of you know, National HFMA has performance targets relating to education, membership, certification, financial strength, and other matters for all chapters. Our Chapter achieved 100% during this last fiscal year in meeting these targets. While it is important to celebrate our past successes, I and the other chapter leaders realize that we are taking on a big responsibility to maintain this level of excellence. We will need the continued support and participation of the membership to ensure we continue to achieve this level of success.</p>
        <p>As part of planning for the upcoming year, the Chapter officers had the opportunity to meet the National HFMA Chair, Gregory M. Adams, FHFMA. His theme for the fiscal year is “Believe to Achieve.” Following is an excerpt of his comments and explanation of the theme. In health care today, it sometimes seems like we are being asked to do the impossible. The industry is preparing for an influx of millions of newly insured patients in a reform environment where payments are shrinking and expectations around quality are growing. &quot;Believe to Achieve&quot; encompasses the keys to success in this new environment. It reflects the need to believe in your organization's mission and in others who share your dedication to achieving that mission. It means believing in yourself and in your ability to step out of your comfort zone into the new roles and responsibilities required to succeed in the reform era. Last but not least, it means believing in the possibility of a better future. In health care, there have always been naysayers who believe that the problems of the day are just too difficult to overcome. Their voices have been particularly loud, of late. But you can choose to believe that a better future is within reach, and to dedicate your professional life to making that happen. You can only achieve what you believe. </p>
        <p>Finally, I want to thank all of you who volunteered your time to Chapter activities over the past year. The fact that you chose to devote part of your time to HFMA indicates the value you perceive in your membership. The strength of any chapter lies in its volunteers. I hope you are able to attend the annual volunteer appreciation outing on August 31, 2011 to celebrate the successes of our Chapter, hear presentations on relevant industry topics, and enjoy a networking round of golf or visit to the spa. We are always looking for members to get involved and continue the long tradition of volunteer service that has been a hallmark of our Chapter for many years. Please don't hesitate to contact me, one of the other Chapter officers or directors, or a committee chair if you are interested in volunteering. </p>

    <p>The North East Ohio Chapter (NEOC) of the Healthcare Financial Management Association (HFMA) continues to encourage members to pursue and achieve certification as a Certified Healthcare Financial Professional (CHFP).  </p>
    <p>Many members who successfully pass the exam are eligible for reimbursement from their employers for some portion of the examination fee and/or on-line study material fee. To encourage and assist those members for whom employer reimbursement is not available, the Chapter offers a limited financial award program through the Chair of the Certification Committee. <br />

      Effective June 1, 2011, the NEO HFMA Chapter Board has approved annual funding for a maximum of 5 awards of $200.00 each for successful completion of the CHFP exam.  NEO HFMA members who have successfully completed the CHFP exam on or after June 1, 2011 and who will NOT be reimbursed by their employer for any portion of either the examination fee and/or the online study material fee are eligible to apply.  Chapter awards will be issued to the first 5 approved applications.</p>
    <p><strong>Reimbursement Application Procedure </strong> <br />
      Upon successful completion of the CHFP exam, a member who will NOT be reimbursed by their employer for any portion of either the examination fee or the on-line study materials may complete and submit an NEO HFMA expense form in application for a financial award.<em>  </em>A copy of the exam result e-mail notification and a release authorizing HFMA National to confirm that the member has passed the exam is required. Application for the award must be made within 8 weeks of receiving exam results. The funds allocated to members will be reviewed annually and is subject to change at the discretion of the Chapter board. </p>

        <p>The 2011 GHALI was held at the Glenmoor Country Club in Canton, Ohio. This historic and tradition filled site, initally started as a seminary high school for boys preparing for the priesthood.  In addition, this classic gothic building was built during the years 1930-1931 with the first class starting in late October of 1931. The building contains approximately 167,000 square feet. The Wolstein family purchased the 381 acres of land and building in 1989 that many considered to be one of the most desirable tracts in Stark County.  After two years of renovation, the spa portion of the club opened in December of 1991. On July 1, 1992 Jack Nicklaus took part in the gala celebration which opened the golf course. The Grand Opening of the Clubhouse in September of 1992 followed.<br />
          <br />
          Our theme for this year’s event was “Entering the Era of Accountability”.  As a result, the conference included educational sessions led by healthcare industry leaders and a variety of pertinent topics. Highlights included a panel discussion, “How Organizations Develop Vendor Relationships” for which there was standing room only attendance as well as sessions led by prominent professors, politicians and other professionals. Attendees were given opportunities to research products and services present at the vendor booths during vendor fair times and throughout the 2 ½ days. In keeping with tradition, the networking opportunities were abundant, starting out with Wednesday’s always very popular casino night. Thursday’s networking events included your choice of an 18 hole golf scramble, a visit to “The Spa at Glenmoor” or a enjoyable wine tasting event followed by an evening banquet which enable our attendee to sample more of Glenmoor’s fine cuisine. We concluded that evenings events with music, Texas Hold-em and “minute to win-it” activities, as well as entertaining karaoke by our members. <br />
          <br />
        Special thanks to everyone who participated on the GHALI Planning Committee for a job well done. The planning for next year is already underway and we welcome your input.     <p>The Healthcare Hot Topics seminar was held at the beautiful new state-of- the-art Ahuja Medical Center in Beachwood, Ohio on June 23, 2011. The Rosenberg Conference Suite was filled with more than 50 attendees, there to hear about hot topics in healthcare today. <br />

    Because I know enough to be dangerous...  I was trying to extend the two outside columns down....  Instead of just using faux columns which I have fixed since I posted the question.
    The other link problem is the left sidebar links.  When you go to the event photos page I have a repeat of the sidebar links that are on the newsletter page.  I used named anchors on the newsletter page to link to the particular article.  From the Event Photos page the links look like this:

    The problem I am having is that some of these go to the newsletter page and the anchor and some do not (I get an error message saying it  can't find the page).  To add to the problem is that when we choose say the President's Message, when it goes to the newsletter page and the correct anchor, the newsletter page is missing all the links to the graphics... the photos are missing the graphic for the faux columns is missing.  It makes no sense.  When I preview the newsletter page from Dreamweaver everything shows up fine.
    I do not know if all of this is being caused because I haven't posted this stuff to the site or what.  I've tried re-booting both the browser and Dreamweaver, dumping the cache and still the same nonsense.
    Got any ideas?

  • Foreign currency valuation exchange rate

    Dear Forum,
    In the listing after execute of F.05, there are 2 exchange rate column. The first exchange rate is the exch rate type for translation which enter in FASB 52 tab in F.05.
    The second exchange rate is the rate captured during posting of the accounting document.
    For vendor and customer, always can show the second exchange rate but for bank / bank clearing / some gl balance account / some open item account, they do not have exxhange rate during posting of accounting doc.
    May I know what would be the impact of the valuation?

    Bank and Bank clearing accounts are different.
    Bank account(with out open item management)-So Balance valuation process(KDB)
    Bank clearing account(Open item managed)-So open item valuation(KDF).
    In a balance valuation system shows only valuation dated exchange rate.
    e.g. 01.03.2010 - 100 USD @ 45 =>4500
           05.03.2010 - 200 USD @ 46=> 9200
                                300 USD              13700
    If you are going to valuate on 31st march and exchange rate is @ 47
    then calculation is 300 @ 47 => 14100-13700=> 400 difference system wil post to the predefined GL accounts.

  • F.05-Curr Translation - System not picking correct accounts from FBKP (KDF)

    Hi FI Gurus,
    We are having  INR as Company Code Currency & USD as  Group Currency.
    We have given a diff set of accounts in FBKP-KDF for valuation and translation.
    When we run F.05 for translation with Currency Type 30, the system is correctly converting all INR line items into USD  but while posting the accounting document the valuation accounts are getting picked up instead of translation.
    In debug, we found out that the system requires Clearing Document to go for Translation accounts & if it gets the clearing document in line item then  it is picking up the  correct accounts.
    But then how the translation works for P&L accounts or balance accounts?
    What is the exact functionality of Translation? How postings can be generated to correct accounts?

    In our system, we created a variant and entered it in the blank field next to List Variant.

    Execute your report.
    Point of Note: None of this would work if you have not configured your foreign currency valuation properly. To get FCV working can be very frustrating and you would need to take your time. We have been working on ours for almost 7months now so patience and more research would help.

  • Foreign Currency - Revaluation / Translation

    Hi:
    I wanted to discuss and understand the best practice for foreign currency revaluation and translation routine.
    This is how we do and configured the revaluation / translation routine:
    Valuation Area:
    SG for revaluation - Currency Type 10 (Local)
    S2 for translation - Currency Type 30 (Group)
    Valuation Method: EVR (Always Valuate)
    In the ledger currencies for 30, "Translation taking transaction currency as a basis".
    Plus other coniguration for account determination (both revaluation and translation). - OBA1 and "Define Account detemination for currency translation".
    Based on this configuration, we run following transactions at month end:
    Revaluation:  FAGL_FC_VAL using S2
    Translation: FAGL_FC_TRANS using SG
    So what it does is, it revalue document currency into local currency and then translate document currency into group currency.
    Ideally, what should be as per GAAP is: Revalue document currency into local currency and then translate local currency into group currency.
    In our configuration, we are not able to translate out of local books. The configuration translates from document currency to group currency.
    Are we missing anything in the configuration or this is standard? What is the best practice or how other companies are running the revaluation/translation routine?
    Scenario is:
    Document Currency: AUD
    Local Currency: GBP
    Group Currency: USD
    Please advise.

    As per US GAAP, FASB 52 -
    Step (1):-
    Re-measurement - Revalue all the balance sheet accounts/open items with 'Document currency' other than 'Local currency' based on spot rate and post this difference to a P&L account (Unrealized Exchange Gain/Loss Account) in 'Local currency'. Do not impact the 'Group currency' here.
    Step (2):-
    B/S Translation - Revalue all balance sheet accounts from 'Local currency' to 'Group currency' based on the spot rate and post the difference to Cumulative Translation Adjustment account (CTA) in 'Group currency' only. CTA is balance sheet account.
    Step (3):-
    Unrealized Exchange Gain/Loss Translation - Revaluate the P&L account that's been used in step(1) for exchange differences, from 'Local currency' to 'Group currency' based on spot rate and post the difference to Cumulative Translation Adjustment account (CTA) in 'Group currency' only.
    Notes:-
    1) Equity and retained earning accounts are never revaluated.
    2) CTA account is grouped together with Equity accounts in reporting.

  • FAGL_FC_TRANS for Fixed Assets

    SAP experts,
    We are doing FC Valuation and translation for a  foreign subsidiaries to report US GAAP . ( FAGL_FC_VAL for FC valuation followed by FAGL_FC_TRANS for Translating the group currency with spot/avg  raye for BS and PL respectively). Confiured  BS adjustment account  for translation and the translation difference posted at Month end ( BS adjustment acccount) at month end and reverse it on 1st day of next period. No update on individual accounts.
    The  FASB  docs explains that  FASB  amount is to strip off the EX rate influence on the BS numbers of Foreign subsidiaries. ( Group currency amount  of Foreign Subsidiary in SAP)
    Gone thru SDN and came to know the treatment to be given to  Fixed assets. Looks like it  need not be valuated  as it sits on Balance sheet long time.  It is not clear . In simple terms do we have to  include Fixed assets and accumilated depreciation in FAGL_FC_TRANS or not?
    Answer is yes  for Translation the what rate . How do I derive the correct historical rate as the assets are carried over a long period when we do not update the assets Group currency amount.
    Do we do the  translation  for all P&L accounts also?

    Please see my responses below.
    1. For all BS accounts using Spot rate - yes, the rate on the last day of the month.
    2. For Fixed assets account different rate - same rate applied to all balance sheet accounts
    3. For PL balances separately after ticking the P&L accounts - yes, but this is at the average rate for the month
    4. Do we have to check (tick mark) the u2018valuate period balance only u2018 on the screen for PL? YES
    Is the fixed assets GL accounts are to be treated in a different way unlike other BS accounts? - I don't see any reason why they should be handled differently.
    The Fixed assets are to be re measured with different ex rate ie Historical rate? - No.  It is the equity that you want to keep at historical rate.
    How do I get historical rate? - The historical rate is on the individual postings on the account.  You don't need to get the historical rate from anywhere, as you just leave the historical rate on equity account postings, by excluding these accounts from the selection screen of your Balance Sheet translation variant.
    Make sure that for BS translation, you also reverse the translation program entries on the first day of next month.  You don't need to do this for PL translation, as you are translating period balance only.
    What steps to be followed to complete the FASB52 and how to reconcile with manual. - All of the above conform with FAS 52 rule.  What do you have in your manual record?  I would eliminate the need for any reconciliation once you are in SAP.  A spot check in your testing cycles should do!

  • IAS 17 (FASB13) in foreign currency

    Hi,
    Do anyone know wheter the IAS 17 functionality for RE-FX works for conditions in foreign currency?. The IAS 17 functionality was implemented in my client succesfully and it works properly since 2 years. However, now, my client requires it but for conditions (contracts) in foreign currency. Is it feasible only updating the implemented FASB 13 logic (BADi)?
    Detailed Issue: When a condition is assigned in foreign currency to the contract, the straight-line condition added, automatically, by the extension is always in local currency.

    just for your information. In order the IAS17 works properly in foreign currency for the SL Condition is retrieved from the Contract currency and not from the Condition currency.
