You can try to remember or get the passcode somehow. If not, the only other option is to wipe the device clean and restore it to factory settings.
Follow the instructions in  iOS: How to back up your data and set up your device as a new device http://support.apple.com/kb/HT4137 to restore the device to factory settings.
Once you have setup the device as a new one, you can then sync it back with your iTunes account and all your music, apps, contacts and any other content sync'ed with iTunes will be loaded on the device. Any content that is stored only on the device and not sync'ed with iTunes, like app logins or data, will be lost during this process. Be forewarned that this is a long process and can take a couple of hours or more to complete. This can be painful, but it is necessarily so to prevent users from working around the security settings. After the restore is complete, you can setup a new Restrictions passcode. Make a note of the passcode to avoid this situation in future.

    Try hard to remember it!  There is no way to recover from a Restrictions Password lockout (unless you have a backup from before you set the Restrictions password).  In order to remove the Restrictions password, you must restore your iPod to Factory Settings.  Everything on the iPod will be wiped, but you can redownload your purchased apps for free.

    If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.     Try restoring the iOS device if backing up and erasing all content and settings doesn't resolve the issue. Using iTunes to restore iOS devices is part of standard isolation troubleshooting. Restoring your device will delete all data and content, including songs, videos, contacts, photos, and calendar information, and will restore all settings to their factory condition.
    Before restoring your iOS device, Apple recommends that you either sync with iTunes to transfer any purchases you have made, or back up new data (data acquired after your last sync). If you have movie rentals on the device, see iTunes Store movie rental usage rights in the United States before restoring.
    Follow these steps to restore your device:
         1. Verify that you are using the latest version of iTunes before attempting to update.
         2. Connect your device to your computer.
         3. Select your iPhone, iPad, or iPod touch when it appears in iTunes under Devices.
         4. Select the Summary tab.
         5. Select the Restore option.
         6. When prompted to back up your settings before restoring, select the Back Up
             option (see in the image below). If you have just backed up the device, it is not
             necessary to create another.
         7. Select the Restore option when iTunes prompts you (as long as you've backed up,

    Placing your device into recovery mode:
    Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.
         1. Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the other end
             of the cable connected to your computer's USB port.
         2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the
             red slider appears, then slide the slider. Wait for the device to turn off.
              If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:

    3. Plug USB cable into computer's USB port
    4. Hold Home button down and plug the other end of cable into docking port.
    DO NOT RELEASE BUTTON until you see picture of iTunes and plug
    5. Release Home button.
    ON COMPUTER
    6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
    7. Select "Restore iPad"...
    Note:
    1. Data will be lost if you do not have backup
    2. If you did not do step 4 properly, start all over again.

    If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
    If not, you can't use the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

    The only option is to wipe the device clean and restore it to factory settings.  Hope you have a backup.

    On my iPhone 4 I can't remember the restrictions password but I want Safari back.  I tried restoring the whole phone, but after re-downloading ios 6.1.3it said I couldn't restore it.  So I want to know if updating to ios7 will allow me to reset the restrictions password or to turn restrictions off again, or if there's any way to restore the phone (I've done it with my iPod touch without a problem, but I'm not sure why it wouldn't let me do it with the iPhone).

    Normally you have to perform a reset as a new device, losing all data when forgetting the restrictions passcode.  However this might give you some ideas:

    You will have to restore your phone as a NEW device, not using backup at all (unless the backup predates the implementation of the restriction password).

    I told you, I can't restore iOS. In order to restore my iPad, I need to update it to iOS 7.0.4, but my iPad needs available space to update, but I don't have any.
