I have bought an ipad, and when i go to reset it, it needs the restrictions password which i dont know. When i plug it into itunes, it asks to turn find my iphone off, which needs the password of the old owners itunes.What should i do?

If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
If not, you can't use the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

How can i turn FIND MY IPHONE off if the screen on my phone is blank?

I need to turn find my iphone off to restore my iphone but i cant do it because the screen on it is just blank, nor can i do it via another device it says that no devices can be found when i put the details in? does anybody know any solutions where it wont cost me an arm or a leg?

well, then why would you care about turning on Find my iPhone" then?
You have 2 choices, since you cannot enable Find my iPhone in your phone's current state:
1) Don't enable it
2) Get the phone fixed so you can enable it.
Your choice.

check if you have read & write permissions for your music folder. in finder, right-click on it and get info. unlock the little padlock (you may have to enter your admin password) and change the permission settings.

There is no chance at all that you can activate the iPad without the previous user's Apple ID and password. That is the feature of iOS 7 Activation Lock.
Every time I read one of these post, I can't help but think that the user asking about this (in this case - you) was duped into purchasing a stolen device. If the seller was legit, they would have erased the device completely before they sold it.

You need to return it to the seller and get your money back. You cannot reset or use the device with another AppleID installed unless you know the password for that ID.

When I use find file http://www.macupdate.com/app/mac/30073/find-file (which does tend to find files that "Finder" can't), it's not coming up with any other itunes library files that have been modified in the past week, which I know it would have been - unfortunately, I don't have a very recent backup of the hard drive. It would be a few months old so it wouldn't have the complete library on it....any ideas? That is the activation lock. Your iPad will be useless unless you can remove it.

I do not know what exactly I have to do, because if informed a new payment method continues with the same problem, checked the card bill and really had given an error, because there was no billed the game. I ask you to verify what happened and explain to me what I need to do, because my single card is Visa's and do not intend to return others to use the services of the App Store.

I think you need the app store support. http://www.apple.com/support/mac/app-store/contact/ Go there and use one of the methods to contact them about your issue and they should be able to help you out.
