Get-ExchangeCertificate error - Unknown error (0xe0434f4d)

Question

Running "Get-ExchangeCertificate -Server server1" from my local machine. Powershell was launched under alternate credentials - Exchange Administrator for our organization. All PSSnapins are loaded correctly. Getting this error
"Get-ExchangeCertificate : The Exchange Certificate operation has failed with an exception.  The error message is: Unknown error (0xe0434f4d)". Running this command from an exchange server2/3/etc works fine. Only breaks when running it
remotely from my machine. WinRM, Local Policies configured to contain Exchange Servers and the elevated Exchange Admin accounts. Other Exchange based cmdlets work fine.

I have 2 accounts: 1 - Elevated priv. account that uses cert based auth, 2 - regular user account with username/pwd. I run PS from my local machine by running it with "Run as different user" command and use my elevated account. When I run Get-ExchCert command
I get the error above.
Today I tried 2 different things:
$credentials = Get-Credential
$s = New-PSSession -ConfigurationName Microsoft.Exchange -ConnectionUri https://webmail.domain.com/powershell -Credential $credentials -AllowRedirection -Authentication Basic 
$importresults = Import-PSSession $s
Get-Command -Module $importresults | Out-Host
The above didn't produce the results I was expecting.

Using PS4 I tried "remote powershell"; I was able to connect but couldn't load any snappins due to a .net 4.5 issue (I suspect, but haven't really dug into it).
My elevated account is part of all req. groups for Exchange management including Org Mgmt.
