Getting ORA-01031 when attempting to Create Database

I am attempting to issue a CREATE DATABASE statement via JDBC but I am getting a "ORA-01031: insufficient privileges" error. I am logged in as an administrator and I have no trouble creating tables. I am also receiving the same error when attempting this from SQLPlus. I'm stumped.

Pino,
I haven't verified this, but only the SYS user can create a DATABASE in Oracle, and you also need to use a special login (when going via SQL*Plus) which JDBC cannot handle. Hence your failures both via JDBC and SQL*Plus.
By the way, if you are new to Oracle, but have experience in another database, then the Oracle idea of a DATABASE is probably different than what you're used to. That's probably why you're stumped. If you haven't already done so, I suggest reading the Oracle Database Concepts volume of the Oracle documentation, which is available from:

    The ORA-01013 usually means a timeout or, more typically on this forum, an intentional user cancellation. Searching the forum, I do not see any prior references to your exact situation. Some recommendations:
    1. SQL Developer 3.1.0.6 was an early adopter release. Upgrade to the latest and greatest: 3.2.10.09.57
    2. Review this: Re: [SQL Developer 3.0.04] Cannot Drill Down
    3. If it is a true timeout, your privileges might make a difference. If you have access to the DBA views, SQL Developer does look-ups using those and performance is better.
    So for [3], having the SELECT_CATALOG_ROLE privilege may help. I even read of one case in this forum where the poster finally discovered his database's recycle bin had an issue and the DBA needed to do some clean-up to correct the performance issue.

  • ORA-01031 WHEN CONNECTING TO AUXILIARY DATABASE

    Hi
    i am currently trying to to create a standby database using RMAN using the ORACLE RMAN Backup and recovery book.
    I get the ORA-01031 when i connect to the auxiliary database.
    i do the following:
    RMAN> connect target sys/password@primary
    connected to target
    RMAN > connect auxiliary sys/password@aux1
    ORA-01031.............insufficient privileges
    obviously the database aux1 hasnt been created yet but i have configured the tns and listener and both work fine, also created a password file and created a pfile from the spfile in the primary database as instructed by the book. I also started the aux1 database in nomount mode as well.
    does any one have any ideas where i maybe going wrong?

    I have created RMAN catalog. While connecting to target database i am getting ORA-01031: insufficient privileges. What could be the reason. I have added entry of both the databases in listner.ora as well as tnsnames.ora, but still facing the same problem. Please help

    I am getting ORA-01031: insufficient privileges error, but only when using dbstart. the listener starts but not the database. How come I can start it from SQL prompt but not from dbstart scripts as the oracle user?

    I can start the listener manually using "./lsnrctl start" and start the database manually from sql prompt using "SQL>startup" (as sysdba) with no problems. this only happens when using dbstart file. I am logged in as oracle user and all environment variables are set

    I installed Oracle 8.05 on Linux successfully: was able to login
    whith SQLPlus, start and stop the db whith svrmgrl etc.
    During this install I chose WE8ISO8859P9 as the database
    characterset when prompted.
    After that I installed Oracle Application Server 3.02, and now
    I'm getting the
    ORA-12709: error while loading create database character set
    message when I try to start up the database, and the database
    won't mount.
    Platform is RedHat Linux 5.2.
    NLS_LANG set to different settings,
    e.g. AMERICAN_AMERICA.WE8ISO8859P9
    but without success.
    Anyone any clue?

    You can create the database with WE8DEC character set
    and to use the WE8ISO8859P9 on the client or even on Linux.
    The NLS_LANG setting doesn't effect the database, but the
    interface with the database. The same setting can be used in de
    windows 95/98/NT registry.

  • Getting ora-0600 when running PROFLOAD.sql

    Hi,
    I was getting ORA-0600 when running PROFLOAD.sql script for DBMS_PROFILER (from SYS account). I am running Oracle 9i personal edition on win98. Did anybody had the same problem??

  • Getting ORA-01031: insufficient privileges if try to connect in sqlplus

    Hi,
    I've tried to connect to my db which stands at host (Solaris), but getting
    ORA-01031: insufficient privileges.
    The client I've used is sqlplus.
    SQL> conn sys@REP as sysdba
    ERROR:
    ORA-01031: insufficient privileges
    At the same time I can successfully connect to the same db from the same PC with the same connection string at PL/SQL Developer.
    How it can be possible?

    I'm having the same problem.
    The platform is a Windows 2003 R2 64bit (SP2) with Oracle 11g.
    In the production server from the same client, the connection is usually ... however, to a server where I have the same instances retrieved from an RMAN backup, does not connect!

    (1) works wonderfull, only gets the error when there are no matches for x.
    (2) throws the error i showed before.
    however when i do the following query in the worksheet and execute it:

    select elemento.ciudad from elemento where elemento.id_elem=x;i get what i expected to get 1 row 1 column.(yes it has data)
    note: in (3) the only difference is that i remove the into clause, and x is the same number i used when i execute the procedure.

    why in the procedure, the query (2) fail to fetch the data, the same data wich the query(3) does not fail to fetch?
    i'm getting ORA-01403, when i shouldn't?
    is there a work around to this problem?

    nested the query with it's own error handle exception, getting the same results, just catches the error with a different handling.

  • QuickTime Error Code 0 when attempting to create MPEG-2 Video File

    I am getting the above error when attempting to create an MPEG-2 file from an FCP Timeline; what might cause this problem and how can I fix?

    I'm real sorry. I am just lost. So if it does allow me to access via USB, what am I doing wrong? Why am I getting this error? I tried to go in and just import the video first and I could see the files, however they were gray, so it was not an option. Then I tried dragging them from the desktop icon and received the error. What else can I try to get my video loaded in imovie? I'm still fairly new to the mac. I have had mine for a year, but am still learning and would consider myself very green still. I have always done pretty well with a PC, so I catch on pretty quickly, but I definitely need some guidance here.

  • Error when attempting to create new Crystal Report against SAP BW

    We're getting an error when attemptiing to create a new report using the SAP toolbar in CR:
    "Failed to retrieve SSO2 logon ticket. Please contact your BW administrator".
    Any ideas? We're able to run existing reports fine. Just can't create new ones using the toolbar.
