Restore from the iCloud backup - assuming that you were backing up to iCloud in the first place. If you weren't using iCloud for backup - then you are out of luck.
If you were backing up to iCloud - you have to erase all contents on the iPad in Settings>General>Reset>Erase all content and settings - before you can restore from the iCloud backup.

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

I just bought the new Iphone 4s, and have activated it and synced it with my computer. The messages from the old Iphone 4 have not transfered over. I had to set up many of the settings that were once configured on my previous phone such as my e-mail accounts. The messages are really important and I would like a solution to trasfer them to the new phone. So if this is a known problem or if there is a solution, it would be very helpful if someone could share.

Thank you for your response. I was talking about text messages and not e-mail. I used the e-mail as an example of other settings I had to manually enter in again since the phone forgot them.
As for the text messages, I got them back. Yay. The solution was to restore from a previous backup. The problem I had was that the phone registered as a new phone, instead of restoring from my backup.
For those that may run into this problem, connect your iphone, then use the restore button under the update button. It says that it will restore the phone to factory settings. Thats fine, dont let it bother you. you will get the chance to restore from back up. Mine downloaded something then reset and gave me the option to restore. I did and I got back all of my text messages.

Then it's likely that you have a hardware issue on your hands. Follow the three r's:
1. Restart: Turn it off and then on again
2. Reset: Hold down the home and power button until the apple logo appears
3. Restore: Connect the device to iTunes and restore it as new. Test the issue and see if it persists.
Don't forget to back up before you restore, so you can keep your data.
If the three r's don't work to solve your issue, you will need to get your phone repaired. To do this, you can go into the apple store or call 1-800-275-2273.

You can try this: Edit your 4S backup by adding the messages from your 3G backup. You'll need third-party software, like this:
