Help with .txt files importing / showing

Question

I am working cs4. / as 3.0
I need some help understanding placing text with .txt files.
I have a txt & css file in my site folder.
Do I need to add a line to my script to locate the files in
my site folder?
Any help would be appreciated. thanks
Here is what I have so far.

What are the problems you have? What have you tried and how did not it work?
