How can a streams module read files?

Question

I have a streams module which runs over IP. When it gets loaded
for the first time, a data file has to be read and data structures
have to be initialised accordignly.
But I'm not able to use open, read calls from inside the module (naturally!).
Any pointers?
Here is the sample code:
int _init(void)
/* open (), read () calls have be inserted here */
return (mod_install(&sample_modlinkage));
}
