If you're talking about photo stream photos, removing them will not increase your iCloud account space because they don't count against your 5GB limit. The only photos that do are the ones in your camera roll, and only if you are backing up to iCloud (because camera roll photos are included in the backup). If you want to delete some of your camera roll photos to reduce the size of the backup, first import them to your computer (see http://support.apple.com/kb/HT4083). You can delete the ones you want by opening the camera roll in the thumbnail view, tapping Edit at the top (or the arrow icon if you're running iOS 5), then tapping the ones you want to delete, then tapping Delete at the bottom. Are you trying to clear space in iCloud (which is stored on the internet, not in your iPad), or are you trying to clear some space in the internal storage of your iPad?

Recently, my laptop has been taken and therefore i can not access all the music that was on my old computor, although the music is still on my Ipod, how do i retrieve the music and put it on my new laptop???

No, the only way to access your music in iCloud is by subscribing to the iTunes Match service, which is a subscription service that is unrelated to your iCloud account. The only exception is music purchased from the iTunes store, which can be redownloaded for free at any time in most countries (provide the songs are still in the iTunes store). Redownloading past purchases is also not related to your iCloud account.
Your music should all be in your iTunes library. If it is, you can delete all off your phone, perform the update, then sync it back to your phone using iTunes.

I keep getting this message that my Startuo disc is almost full. Please delete some files to make more room. I have deleted several files, but a few weeks later I get the same message again. Is there something else I should be doing or checking?

There is no magic bullet. You need to delete stuff off the startup drive.
The biggest hard drive space hogs are videos, images and music. The good news is that all of these can - and probably should - be moved to an external drive. So my advice would be to get yourself an external hard drive, connect it to your Macbook, format it correctly, move what you can to that drive, and the ERASE them off the startup.

Not sure why you can't delete that account. If you have admin privileges, you should be able to. Sounds like you only removed the Home Folder for that account.
You should highlight/select the account you want to remove and then click the minus button. Might need to unlock the padlock with your admin password.

Can someone explain how to set up an administrator account so that I can have my phone and my daughters have separate apple ids?

I mistakenly updated to the latest version of iOS and ever since then I can send messages to my daughter and I receive them but she does not. She has an iphone also and her phone is under my apple id also. Someone told me that I could set up an Administrator Account so that she can still be under my account but she has her own ID and that will fix the problem with text/imessages. I can't find anything on the website that explains how to do that. Can someone explain that to me?

I'm still not clear on what you are trying to accomplish. If you have an iPhone and she does as well you should have your own Apple IDs.
If you want to pay for any purchases she makes with her phone as far as apps/music goes than that is what Family sharing is for.
In my case my Wife and I are setup for family sharing. When she purchases music/apps it charges my credit card. This setup also allows me to share my past music/app purchases with her and vice versa.

Are you sharing the same iCloud account with your family members and they all have access to the password?
If so, that's why. iCloud accounts are not designed to be shared if you want to keep your email, contacts, calendars etc. seperate.

She cannot sync to that computer unless she has access to it, or is on the same wifi subnet as it is.
I think you mean can she access your iTunes account from another computer? As long as she has your AppleID and password, she can access your accounts in iTunes so you can continue to share purchased products.
I imagine she will want her own iCloud accounts and iMessage accounts, so you and she are not sharing the same emails, contacts, messages and so forth. To do that, just have her create her own AppleID to use when creating her iCloud account and her iMessage login account. These services are completely separate from the iTunes or App store, so having different AppleIDs for purchased content and other services is fine on a device (lets your family share purchases, but keep everything else separate).
