Problems installing Adobe Elements 4.0

Wow, do I love my Macbook Pro. No waiting to order it. Got it 3 weeks ago at the Apple Store. No noise, no problem installing my old files .etc.
However, tonight I tried to install Adobe Elements 4 two times. Both times at the last seconds of installing I get a message to try installing again. Is this a known issue with intel Macs? Or do I have defective software?

That's a good question which often leads to a lot of debate. Most benchmarks show the effect of dual channel is minimal, probably because with most applications memory is not the bottleneck, other sub-systems like the hard drive or graphics are.
It really depends on what you're going to do with the computer: if a lot of Elements 4 work under Rosetta with many windows open etc. I think you'd be well served by going to 2GBs of RAM. If intensive use like that will be minimal, and mostly you're going to "iLife it up," e-mail, surfing, etc. then you'd probably be happy adding another 512MB. Over time as more programs go Universal the overhead imposed by Rosetta will be less & less of an issue.
When shopping be sure to check out OWC (Other World Computing) for their pricing on genuine Samsung memory (I'm not a fan of their "no name" brand). Apple uses a lot of Samsung itself, as well as Micron which you can buy from Crucial.com. Others will have their own favorites to recommend, of course.

Welcome to the forum.
Here is a general Adobe program installation CHECKLIST, but with the error that you are getting, I do not think that it will be helpful. Do not recall reports of users installing PrE4 on Win7, but it might be time to upgrade to PrE 9.

I have Premiere Elements 9.0/9.0.1 installed on Windows XP 32 bit, Windows 7 64 bit, as well as Windows 8.1 (previously 8) and no problems.
Are you installing the program from installation files (purchased as a download to a Windows or Mac computer??) or from installation disc labelled for Windows?
After the program is installed, then you install the Premiere Elements 9.0.1 Update and work from it.
Adobe - Premiere Elements : For Windows : Premiere Elements 9.0.1 update
More details first before we go changing any compatibility settings.

If all you want to do is watch videos on Youtube, you don't need Flash and can watch them in HTML5 instead. All you need to do is to install Firefox which supports WebM. Encore has been discontinued and there is no CC version. You need to download and install Premiere Pro CS6 from inside Creative Cloud. When you do, Encore CS6 tags along for the ride and is installed along with PP. You can then uninstall PP leaving Encore active on your computer. Thinking the entire world is switching to streaming as the primary means of video distribution is incredibly short-sighted on Adobe's part, IMHO.

But you can only activate the software for use on a maximum of two PCs at any one time.
You won't be able to use the software on a 3rd computer (even if it is installed) unless you free up an activation on another PC and then activate the software on the 3rd PC.
