How to compare empty in oralce stored proceure..

how to compare empty in oralcle stored procedure
But this code is not working properly.....
please suggest me..

select * from ATEST;
BEGIN
for value_cursor in no_cursor

if value_cursor.NAME != ''

In this Stored procedure "value_cursor.NAME" is like one column value know.....
suppose it may contain empty space that's why i want to check this condition...
i want to check both condition like
if value_cursor.NAME is not null and value_cursor.NAME != ''
then
end if;
is it possible r not plz tell me
