How to correctly clear I/C transactions from payments

Everyone,
We are in ECC 6.0.  We pay our vendors out of one company code while the actual vendor invoice can be in many different company codes.  Treasury is doing I/C clearing of transactions produced from F110 without confirming that the payment has cleared the bank.  This means that if there is a problem with the check or ACH payment it cannot be cancelled.
They are mostly using F110 to do the I/C clearing.  Is there any options within F110 or a report that we can run that shows those I/C transactions that should not be cleared because the payment that created the I/C transaction is still open.
What are other companies doing as far as this process is concerned when paying out of a different company code from where the vendor invoice is at.

Now I would like to use the variables in combination with a calculation, but it doesn't work. When I put in hardcoded values, it works..
