How to make a color wheel?

I'm using CS4 on a Mac.
I need to make a color wheel, like the attached, but with 24 segments.
Could someone tell me how? Start with a circle, obviously, and then what?

Here's what to do -- Create a circular band having the width that you want, divide it into segments, and paint the segments with the Live Paint tool:

Select both circles and use Object...Compound Path...Make to get your circular band.
Choose the Line Segment Tool, move your cursor until it's shown as being at the "center" of the circle band shape.  Hold down your Alt key to draw the line from the center of your drag and also hold down the Shift key to constrain your cursor to create a vertical line.  Draw the line until it extends past the outer edge of the circular band.
With that line segment selected, double-click on the Rotate Tool, set a 15d rotation angle (from the center point, which is the default), choose "Preview", then click the "Copy" button to get a rotated line.
Exit the Rotation options window, and with that last line still selected, keep hitting the Ctrl+D keys to duplicate that rotation and copy until you get your segments defined.
Select everything and click on the selection with the Live Paint Bucket Tool to define the object as a Live Paint Group.
Use the LPBucket to colour your circle segments as you wish:
When you're finished, use Object...Expand to break the thing into two Groups:  the guidelines and the coloured segments.
In the Layers Panel, select the guidelines group and hit your Delete key to get rid of the lines:
Don't worry -- it took about 359 times longer to write all those steps than to actually do it!

    Thanks for your suggestions everyone, however....
    I just checked out the activity monitor when FCP was being sluggish. FCP was using only 300mb of real memory, and 1GB of virtual memory, even though there was more or less 1gb of real RAM completely unused. I quit and relaunched FCP, and the sluggishness disappeared. Now it is using 200 odd and 650mb of real and virtual memory respectively, and there's still much the same amount of RAM completely free - this looks like the way FCP genreally behaves, and I have to wonder if the sluggishness has much to do with how much RAM I have - it's not using it all whether it's being sluggish or not. I don't want to spend money on more RAM if I don't need to - is this absolutely definately a RAM issue, seeing as there's still nearly a GB free when it's being sluggish? Or is FCP just using virtual memory when it doesn't have to?
    In the manual it says that the memory & cache settings in system settings maintain the performance of FCP by preventing it from using virual memory unneccesarily. It says that limiting the amount of RAM used helps, which seems counterintuitive, the obvious thing would be to turn it up to full. Can anyone tell me the optimum setting for the memory panel in system settings?

    NOTE: I cannot make the color transparent in Photoshop, the UIImage is created on the fly by the user. I need to do the "postprocessing" on the phone itself, after the user is done "drawing" the image.

    I still do not know your version of Premiere Elements and  your computer operating system, but here is a plan that would probably work for Premiere Elements 11, 12/12.1, and 13/13.1 on Windows 7, 8, or 8.1 64 bit.
    But you say that you are starting with a black and white image. If you could start with the color version of the image, I think we have a promising path to have the fake blood appear in color on a black and white image.
    This would be done by applying the Color Pass effect to the color photo version. Color Pass Effect is  found under fx Effects/Image Control/Color Pass.
    Then you would edit the Color Pass effect under Applied Effects Tab/Appied Effects Palette/Color Pass Panel expanded. But I find that the most effective editing of that effect is done using the Setup whose icon appear to the right of the Color Pass Panel.

    It might be a tad complicated.
    Because the hands stay pretty much the same, a simple invert might not work.
    It might require that the highlights and shadows be inverted individually, leaving the midtones alone.
    First try inverting the lightness, and try the luminance. Once of those might be sufficient.

    Thanks Jacob! This worked. I already tried clipping masks and pathfinder but they didn't work very well because I used strokes around the white shapes. Not sure about knockout groups, but it did what I wanted.

    I am doing an expirimental film  and I cant figure out how to do the effect I want.  What I want to do is have droplets of blood falling into a puddle of it (this is fake blood, incase anyone is freaked out)  and have shots of small blood puddles and have the Blood colored but everything else black and white.  Does anyone know how to do this in premiere elements?

    Hi there
    Below are instructions on how to recreate the gradient effect of the orange button using the dark blue color from the logo. It is difficult to change the color of a flattened gradient like the one in the orange button. However, recreating the button is a fairly simple process.
    Step 1: Open both the button and the logo in Photoshop.
    Step 2: Go to the logo image and select the Eyedropper tool from the tool bar, highlighted below. Then, click on the dark blue color in the logo.
    Step 3: Go back to the button image and go to your Layers Panel. Create a new layer using the icon highlighted below.
    Step 4: From the tool bar, select the Paint Bucket Tool, located directly below the eraser tool. If you don't see it, click and hold on the gradient tool and a submenu should pop out. With the Paint Bucket Tool selected, click on the canvas area to fill it with the dark blue color from the logo.
    Step 5: Create a new layer from the layers panel using the same process as Step 3.
    Step 6: Click and hold on the Paint Bucket Tool and select the Gradient Tool from the tool bar, as shown below.
    Step 7: At the top of your window, you should see the Gradient Tool menu. Select a transparent linear gradient, using the settings highlighted below.
    Step 8: Click on the dark bue color swatch in your toolbar to bring up the Color Picker dialog box. Drag the white circle in the color field to the upper left corner to select white. Click OK when you are done.
    Step 9: Now you can apply the gradient by clicking and dragging up over the button. Hold the shift button on your keyboard as you drag to create a perfectly vertical line. To create the gradient below, I started from just outside the canvas area and stopped around the middle of the button. This might take a few tries - if you mess up, hit control-Z (Windows) or command-Z (Mac) on your keyboard to undo.
    Step 10: Now that you have your gradient, go to the layers panel and use the Opacity slider in the upper right hand corner of the layers panel to reduce the opacity of the gradient.
    Step 11: Now you can delete the orange button layer by selecting the layer and clicking the delete icon shown below.
    There you go! Now you can save your button and use it as you'd like. If you ever need to change the color, just select the dark blue layer and use the paint bucket tool to fill it with whatever color you want. Below I have included a side-by-side comparison with the original orange button.

    Ok, I'm gonna phrase this as well as I can.  I need a formula/function that automatically changes the color of the numbers of a formula.  For example if the result of the formula is greater then 15 I need it red, if the result of the formula is greater then and equal to 10 but less then and equal to 15 then I need it green, less then 10 I need it yellow. 
    Now I know the colors seem weird but they are correct I promise.
    Also need one for less then and equal to 10% green greater then 10% red.
    Please let me know what you guys think and if it can be done.  It can't mess up my existing formulas.

    I don't know how to describe it (sorry, english is not my first language), but I like the way the color on the skin affects only certain tones. I hope you understand what I'm talking about :) I tried to play with layer blending (BW + color balance of shadows)... but I never manage to do something like this. I suppose it has to be a common technique, sice I see it on so may posters and photos. Does anybody have some advice? Thanks!

    The links you posted seem to suggest the effect you are after may be the result of luminance masking, perhaps coupled with a knockout layer to protect the eyes. Try this procedure:
    (a) Duplicate the background layer CTRL + J (and perhaps rename it Blur as that helps to emphasise the purpose of the new layer).
    (b) With the new Blur layer active, from the Menu bar choose Filter/Blur/Gaussian blur about 20% for starters each image may require slight variations to this amount.
    (c) Turn off the visibility of the new Blur layer and select/make active the Background layer.
    (d) Go to Channels Palette and CTRL click on the Red channel. Return to the Layers Palette. Turn visibility of new Blur layer back on and select it.
    (e) With the new Blur layer active, click the Add layer mask button at the bottom of the Layers Palette this adds the Luminosity Mask to this layer and results in seeing the Gaussian blur now only inside the lightest (50%) details of the image. Now change the Blend Mode of this layer from Normal to Overlay. If the effect seems too strong, try the Soft Light blend mode which is less severe. If you want a greater effect than Overlay delivers, try Linear Light. You can back off the effect of any of these blend modes with the Opacity slider but that would, I think, also back off the amount of Blur, which may or may not (depending upon the image) lessen the overall effect you are aiming for.
    (f) Next comes the Knockout Layer (KL) to remove the effect of these Blur and Blend Mode edits from the eyes. The KL must be on top of the Blur layer, so make the Blur layer active and then add a new transparent layer above it - CTRL + Shift + N and name it Knockout.
    (g) On the new KL, select the eyes with the Elliptical Marquee Tool (select too much rather than too little reason follows later) and fill the selection with Black ALT + Backspace (provided Foreground Colour in Tools Palette is Black). Then deselect the eyes CTRL + D.
    (h) Bring up the Layer Style dialog box (LSDB) by double clicking on the icon for the KL. In the LSDB change Knockout from None to Shallow and reduce Fill Opacity from 100 to zero % and click OK which dismisses the LSDB. That is it you have now eliminated the effects of the Blur layer on the eyes using the Black holes on the KL.
    (i) To remove any excess eye selection, you use the Eraser tool (set to about 50% hardness) and paint around the edges of the eyes with the Eraser tool what this is doing is reducing the size of the holes in the KL and bringing back the effects of the edits from the Blur layer.
