How to make picture attachments that receivers with PC´s are able to detach

Question

When I attach a photograph to a message that is directed to a recipient who uses a windows-based PC, the recipient most often tells me that he/she cannot detach the photograph from the message. It is as if the message were imbedded into the message they receive, rather than appended to it. In attempting to correct for this I have checked "Always send windows-friendly attachments" (a submenu item under "Attachments"in the "Edit" Menu) but that does not seem to help. How can I correct this problem?

Let me also add that with Plain Text it may not be necessary, but I by practice always put attachments last, and I never type between or after them. In Mail 3.0 and later, there is also a setting to always insert attachments at the end of the message, but that sometime impedes the attaching process, at least in the earliest versions of 3.x.
Primarily it is Outlook and Outlook Express users that have problems with attachments and Rich Text, along with the limited few that use Lotus Notes. When sending to those using AOL, it has always been recommended to use only Plain Text, regardless of the email client being used.
