So I got an iPhone and I was going to but a ringtones from the iTunes Store. But it asked for my security questions and I didn't know them so it said it was going to send the answers to my recuse email but I am no longer able to get into that rescue email.

How to reset your Apple ID security questions.
Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'. This will generate an automated e-mail that will allow you to reset your security questions.
If that doesn't work, or there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
Next, go to https://getsupport.apple.com
(If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services')
Choose 'More Products & Services', then 'Apple ID'.
A new page will open.
Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
Click the blue 'Continue' button.
Select the contact option that suits your needs best.

If you know the password to your apple id login - you can then do a restoration once you have put your device into recovery mode using itunes.
read this article to give you direction how to put your device into recovery mode.
Once you have put in your apple id login and password this then will allow you to restore the device once the device is placed in recovery mode.

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

The iPhone does not come with a passcode. The setting of a passcode is part of the setup process and is something that you have to enter yourself. Either you did it and forgot it, or you allowed someone else to set up your phone. Either way, the only way to remove the passcode is to restore the phone as new. If you have content on the phone, you can do a backup first, and then restore the phone as new. It has to be restored as new to remove the passcode, then you can restore the backup. Without the correct password you are not going to be able to get into the drive. I recommend you try to remember the password or you will have to erase the drive in order to use it again.
