That means it is not fully downloaded so you are streaming it. Fully download it.

You can sync multiple iPods and iOS devices with the same iTunes library on one computer. Each device has its own sync preferences with iTunes and iTunes creates and updates a separate backup for each device.
Under the same computer login account, you can have separate iTunes libraries which will require manually having to log in and out of each one with iTunes which isn't necessary.
If you want separate iTunes libraries for you and your wife, probably best to create a separate computer login account for your wife where her iTunes library is completely seperate along with the rest of her data on the computer.

All of the music is still on my computer, but when I play it through iTunes, it either buffers first (when I'm connected to the internet) or it is greyed out (offline) and I can't listen to it.
This is beyond annoying. Is there anything I can do to sort this out?

The iPod Touch requires a WiFi (Wireless) signal to connect to the Internet. It can not connect to the Internet by way of the USB syncing cable.

The photos you synced to your iPod through iTunes are no longer in their full resolution, but instead are scaled down thumbnails of those photos. So if you do manage to get them off your iPod, they will be quite small in size compared to the original ones you lost.
In order to get them off of your iPod, you'll need the help of some sort of 3rd party software. Here is one option.

I turned off cellular data, and data roaming while traveling abroad. I turned them back on upon arriving back home, but now only the wi-fi features works when trying to connect to the internet. Texting works, no internet function works unless wi-fi???

Try to reset your iPhone:
Settings>>General>>Reset>>Reset All Settings
You will need to rejoin all wi-fi and/or bluetooth connections
You will need to set up your settings of your choice.

Well, shucks, i just spent almost 30 minutes trying to find your model user guide to explain it better, I guess they never got around to making it.....
I would just borrow another Windows disk and try installing it again and if it does it again then you might take it to an Apple Store and see if one of the "Genius' " can figure it out.
Make sure your internet is enabled and click on your blank desktop and at the top of your screen is a Help menu option, enter PRAM and it should give you a list of things relating to Pram. It may take a few seconds to list anything as it has to connect to Apples severs first. It should list the things you may have to fill back in when your done.
"P-ram" stores some common information that is used in the background, your date, time, startup disk, etc, that you don't have to re-fill when you restart, it's a little different for each computer.

I have just updated to iTunes 11. Now ALL my downloaded music has gone, and only plays when I'm connected to the internet.

I've Just upgraded to iTunes 11 on a MBP 15" 2009 model, OS 10.8.2 I use my computer all over the place with NO internet and cannot access the HUNDREDS of tracks I've purchased and downloaded and been playing for years. How can I access them WITHOUT having to download the all again, using up my internet for HOURS and gobbling up my BANDWIDTH again! Also, I am NOT INTERESTED in streaming my music, as most places I use my computer, I have very limited, or no internet. Not Happy!!!
PLEASE someone give me an easy low-cost answer to getting access to my music again.
Alternatively, is there a way to go back to the previous iTunes?

Is the music actualy gone from your hard drive ?
If it is still there then under Preferences, Advanced Preferences is the iTunes Media folder location pointed in the right place? If not click on Change and repoint it to your files.
To Stop seeing all the icloud streaming versions again in Preferences, Store and uncheck the Show iTunes in the cloud purchases.
