If there are not enough funds available, that's why your credit card is being charged.

You use a debit card just like you use a credit card in iTunes. You have to enter the card number, security code and billing address as you would with a credit card when you set up the ID. You can make changes to your payment method in your account at any time.
If you want to create an Apple ID without using a credit card you must first sign out of the Apple ID that you already created in Settings>Store>Your Apple ID.
But ...you will also need another email address now if you already created an Apple ID, because that first email address is now associated with that first ID that you created.
If you do have a debit card, you may just be better off entering that card information into your account and use that now. You don't need to even use the debit card if you can purchase iTunes gift cards and redeem those. I use iTunes gift cards exclusively now instead of using my credit card.

No, you're wrong. You can choose 'None' as a payment option even on an existing Apple ID, as long as there is no outstanding balance in your current iTunes account.
Click on the part in that article that says: updating your iTunes Store account information.
On that article, you'll see how to change your payment information to 'None', and what to do if None isn't showing or you can't select it.
Read the entire articles that we recommend. Don't just skim through it and make assumptions.

Hey, I have this iTunes gift card that I just got around to using, but when I try to sign into iTunes using my Apple ID, it tells me that I need to "review my information" and won't let me sign in without a credit card. I'm not comfortable throwing my CC info thither and yon across the internet, no matter what their privacy policy says. On the Mac website, it doesn't say anything about requiring a credit card to log on; in fact, a google search for logging into iTunes without a credit card pulled up this page. I'd really like to get this done without having to sign a credit card up as verification for yet another service. Can anyone give me a hand with this?

Select the iTunes store in iTunes.
At the top right, click on Redeem.
Input the card number, then you will get the option to create a new iTunes account or use an existing iTunes account.

Annoying, but presumably there are technical constraints that make this difficult. I hope they'll fix at some point but this at least means I can set it up. I don't use a credit card but I have one around that I can use to at least set up the accounts.

So anyways, I download itunes and it says to make an account. Okay. So, I follow the steps and then it asks for my credit card information. I don't have one right now, so I just left it blank. Suddenly, RED BOXES. D: I hate red boxes. So I can't even create an apple ID, eh? Hmm..
So I go to the apple.com website and create an apple ID from there. Success! I can now go to the app store and get ready to purchase music...right? Wrong! "This apple ID has not yet been used with the iTunes store. Please review your account information."
Ooookkaayyyy...... so I follow the steps and once again I get to the billing information, which it won't let me skip, so I can't even sign in. I've done some googling and apparently there is or used to be a "none" option for the credit card?? Where has that gone? Why is it not there anymore??! >_>
What can I do do get around this?
TL;DR- I am so not apple savvy. Help me.
Btw, even when I put in the little code thingy for an itunes card in the itunes card box it still wants me to enter credit card info. :/
Eeeehhhhh..... Uhm, never mind. I guess I might have typed in the code wrong or something because it works now. Sorry for wasting youur time, everyone. I'm new to the whole apple scene, I'm an android convert... lol

Well, bummer! I'm putting a link to the article that shows you how to set up an iTunes account with "None", but it requires a new Apple ID. If you are setting up an iTunes account with an existing Apple ID, a Credit Card is required....

It does say that once you have set it up with a credit card, you can change it to None (there's a link for that embedded in the second article).....but it appears that it requires a credit card to start with
