Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them.

I found the answer for real. I called apple and talked to some dude. All you have to do is clear your payment information, save it and then re-enter it. thats the bug, thats it.
go to the store drop down menu on the itunes toolbar... click view my account... click edit payment information... select 'none' for your credit card...click done... then try and buy your music... if you have a gift card or whatever. if you are just using your credit card or debit card, re-enter your payment information.

I've done all of these recommended steps. My problem is that I have a new laptop that I am trying to sync my iPhone (and iPad for that matter) via Wi-Fi but both devices are looking for the old laptop to sync. My iTunes is version 11.0..3.42, iPhone is 6.1.4, and iPad 6.1.3. Any suggestions?
All I had to do was complain. I synced my iPhone to the Windows machine, checked the other account at iTunes prompting (where no apps had shown up previously), reconnected the iPad, and 140 apps downloaded including the App Store. I have no idea why.

iTunes may still ask you for information from your card on file if that information has lapsed or needs updating. The card information on file has to be correct, no matter what purchasing option you will be exercising for this purchase.

I need help with this, I called Apple care but the literature she emailed me didn't help my problem.
Try:
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Unsync/delete the songs and resync or redownload
Downloading past purchases from the App Store, iBookstore, and iTunes Store
- Reset all settings
Go to Settings > General > Reset and tap Reset All Settings.
All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.

I recently tried to activate my iPhone that I bought brand new from eBay. I set up the phone so I could do everything with wifi but the other day, I called Verizon to get the phone activated but they said the IPhone is alreadyunder an account. I only set up my iTunes and iCloud on my phone. I contacted the seller and told them what Verizon said but she said the phone was already deactivated. What do I need to do? Or is there no hope? Help please
If the eBay seller said the iPhone was already deactivated, then that is an admission that it was not a new iPhone. It was used and activated by another user.
Take your purchase receipt and the iPhone to a Verizon store, talk with their staff, and see if there is a way to get the iPhone removed from the other account.
This may take time as they will likely want to be sure the iPhone has not been reported as stolen. -

Splitting iTunes by country really is lame, I can buy anything anywhere on Ebay with the same credit card, thats the nature or eCommerce, do it all the time. How do I do this without having a foreign credit card?

Then you cannot buy them.

Then you cannot buy them either.
You can ONLY buy frome the itunes store of your country of residence ( proven by the issuing country of your credit card AND the valid billing address) AND ONLY while you are physiclally located inside the borders of that country.
You cannot use other countrys itunes stores.

I have a Visa and can use this any where in Japan and in the States. However, when I try to use it with Apple it will not allow. Can I use PayPal?
