I've been seeing various charges to my itunes account each month, but I'm unable to locate "all transactions" history on my account. Help please.

You should be able to view the purchase history on your account as per the page that you posted from : log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it, click on that and you should then see a list of your purchases.
If you are getting monthly charges then do you have any auto-renewing subscriptions : http://support.apple.com/kb/HT4098 ?
And you only have the one iTunes account ? If you can't find the charges then you could try contacting iTunes Support and see if they can identify them : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

I know that you can use two credit cards to pay an item but the problem is that i can only put the billing address of just one of the credit cards, and since the two cards are from different people (my parents) i can't do it. During checkout, if you are paying with a gift card issued by a credit card company, you can combine it with one credit card.

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)
