The tech support people can help with Playbook purchased apps. If you've called and they said they cannot, you were lied to.
Even in the link you posted, in #10, it states clearly "App Refund related matters are handled by BlackBerry Customer Care." That, my friend is accessed by the support number. Again, if you were told otherwise, you should inform them of such or ask for a manage/supervisor.
And, you don't have a "Partner ID" because you are not a "Partner". The section you're referring to applies to mobile providers, which are the Partners.

I bought a 5 dollar app that didn't do what I understood it would do. Can I get my money back or even a credit? The app I bought I wanted it to zip a file video so I could get the video off my iPhone cause it took up all my hard drive space and it wouldn't zip a file from my phone like I understood it did. Please, help me :)Your best bet would be to try resetting the password to the account that you would like to use via iForgot
Once you log in to that account change the email address to anything, it can even be fake its just a placeholder
After you do that you will be free to change your old email address on your appleID to the new one that is now free to be used as it is no longer attached to the other account. -

Apple sometimes gives a one-time per account refund. If this is the app which you wish to use your possible one refund with use the Report a Problem link in the emailed receipt that you receive on the purchase in 24 to 48 hours to ask for the refund.
