HT2204 Why did it ask me to talk to iTunes Support to complete the transaction when I tried to sign in with an existing Apple ID? I already provided credit card info.

I am frustrated. I have tried two different Apple IDs and put in my credit card information. Each time I could not go through to log in the iPad and it asked me to contact iTunes Support. Please let me know how to successfully log in the new iPad with xthe existing Apple ID.
