HT2534 How do I set up an account without a credit card. I do not get that option of "None" on IPhone 5S?

The instructions on the web site show an option of none. My Iphone 5S does not have that option with credit card. I don't have an option it requires a credit card

Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

Yes, I followed the instructions to the letter. But it asks for credit information anyway and 'none' is supposed to be an option when setting up an account 'with no credit card'.
I have two new iphones, the first one set up as expected, where 'none' was an option. Now that I'm attempting to set up the second with different information, there is no 'none', only Mastercard,Visa, AmerX, Discover and Paypal.
My wife is ready to throw hers out the window, help me stop her...

You are following the instructions on the page that you posted from exactly, and you are trying to create a new account and not update an existing account i.e. you are selecting a free app in the store and clicking on 'Create Apple ID' when 'buying' it ?

Just go and buy an iTunes gift card at any store in your country.
Then follow all the steps you did, but when it asks you for the credit card number, there shoujld be a GIFT CARD option which will let you load your account witht eh funds form the gift card without providing a credit/debit card #.

I tried following the "how to set up a new account without a credit card" directions, but when I got to the billing page, there is no "no card" option or anything close to it. Any idea on how to set up an account without using a cc? I just want to download Instagram but it requires an Apple ID.
