HT3951 I have a new iPad and purchased apps did not get reinstalled

I went from an iPad to and iPad 2.  I backed up to the cloud and restored from it to my new iPad.  Two of my purchased apps did not restore.  They are not in the purchased area of the app store so I cannot restor from that.
