My suggestion is the obvious one. Contact iTunes support and find out exactly what is going on and ask them to help you sort it out. The message is coming from iTunes, so they will need to sort it out. Maybe it's a glitch, maybe your credit card sent up a red flag. We have no way of knowing. iTunes Support will figure it out.

I have had that happen to me a number of times. Try this. Quit the mail app and then relaunch it. From your home screen, double tap the home button. Hold down on the mail app icon in the recents tray until it wiggles. Tap the minus sign to close it. Tap the home button. Launch mail again.

How do I delete a credit card from my iTunes account without adding another one? My friend bought an app with her credit card and I no longer have the info but every time I try to download a free app (ex: Instagram, Twitter, vine etc.) it ask for the credit cards security code. You have an outstanding balance in your account. You have to add a payment method to satisfy that balance before you can do anything with the account including purchasing free updates and free apps.
